THE CITY OF o, 1 3 a��„. _I CITY COUNCIL AGENDA REPORT pLE ASANTON® April 18, 2017 Operations Services Department TITLE: APPROVAL OF AN AGREEMENT WITH ALAMEDA COUNTY TO PROVIDE SEWER AND WATER OPERATION AND MAINTENANCE SERVICES FOR THE CASTLEWOOD SERVICE AREA FOR THREE YEARS BEGINNING JULY 1, 2017 SUMMARY The Alameda County Public Works Department (County) oversees and administers the drinking water and sanitary sewer systems for Alameda County Service Area (CSA) R- 1967-1 Castlewood. In January 2017, the County issued a Request for Proposal (RFP) No. LAN20161047 for bids to operate and maintain the CSA for the fiscal years starting July 1, 2017 and ending June 30, 2020. The City of Pleasanton (City) responded with an accepted bid that satisfied all of the County RFP requirements. This report recommends approval of the attached agreement to provide the services. RECOMMENDATION Approve the County of Alameda Standard Service Agreement (Attachment 1) for operations and maintenance of the Castlewood Service Area sewer and water systems for a period of three years beginning July 1, 2017 and ending June 30, 2020. FINANCIAL STATEMENT The agreement anticipates that total payment to the City under the contract term will not exceed $675,000. This cost includes all taxes and all other charges. Payment terms are determined on both an initial fixed monthly amount ($13,609) and any unanticipated as- needed time and material fees as detailed on Exhibit B. Fees are set to assure that the operation is revenue positive and will be adjusted each fiscal year based upon the annual percentage change reflected in the Annual Consumer Price Index (CPI) — All Urban Consumers for the San Francisco-Oakland-San Jose area.
