THE CITY OF <br /> o, 1 3 <br /> a��„. _I CITY COUNCIL AGENDA REPORT <br /> pLE ASANTON® <br /> April 18, 2017 <br /> Operations Services Department <br /> TITLE: APPROVAL OF AN AGREEMENT WITH ALAMEDA COUNTY TO PROVIDE <br /> SEWER AND WATER OPERATION AND MAINTENANCE SERVICES FOR <br /> THE CASTLEWOOD SERVICE AREA FOR THREE YEARS BEGINNING <br /> JULY 1, 2017 <br /> SUMMARY <br /> The Alameda County Public Works Department (County) oversees and administers the <br /> drinking water and sanitary sewer systems for Alameda County Service Area (CSA) R- <br /> 1967-1 Castlewood. In January 2017, the County issued a Request for Proposal (RFP) <br /> No. LAN20161047 for bids to operate and maintain the CSA for the fiscal years starting <br /> July 1, 2017 and ending June 30, 2020. The City of Pleasanton (City) responded with an <br /> accepted bid that satisfied all of the County RFP requirements. This report recommends <br /> approval of the attached agreement to provide the services. <br /> RECOMMENDATION <br /> Approve the County of Alameda Standard Service Agreement (Attachment 1) for <br /> operations and maintenance of the Castlewood Service Area sewer and water systems <br /> for a period of three years beginning July 1, 2017 and ending June 30, 2020. <br /> FINANCIAL STATEMENT <br /> The agreement anticipates that total payment to the City under the contract term will not <br /> exceed $675,000. This cost includes all taxes and all other charges. Payment terms are <br /> determined on both an initial fixed monthly amount ($13,609) and any unanticipated as- <br /> needed time and material fees as detailed on Exhibit B. Fees are set to assure that the <br /> operation is revenue positive and will be adjusted each fiscal year based upon the annual <br /> percentage change reflected in the Annual Consumer Price Index (CPI) — All Urban <br /> Consumers for the San Francisco-Oakland-San Jose area. <br />
