Though the Developers did not list Parcel E under the Owner's Certificate, the final map <br /> depicted a graphic that showed Parcel E as an extension of Del Valle Parkway. See <br /> Attachment 2. <br /> Tract 4401 Condition of Approval No. 3 provided that construction of Del Valle Parkway <br /> within Parcel E shall be completed concurrently with all the Tract 4401 improvements or <br /> at a later date deemed necessary by the City Engineer. <br /> On April 29, 1982, the Developers and the City of Pleasanton entered into an <br /> agreement titled "Agreement for Completion of Improvement Work" that provided, <br /> among other things, that the Developers agreed to construct that portion of Del Valle <br /> Parkway within Parcel E at a later date deemed necessary by the City Engineer. See <br /> Attachment 3. <br /> On June 18, 1996, the City Council Adopted Resolution No. 96-76 that reduced the right <br /> of way width of Del Valle Parkway between Stanley Boulevard/First Street and Bernal <br /> Avenue from 104 feet to 64.5 feet and vacated the excess right of way. See Attachment <br /> 1. This is approximately the same time that the complete cross town extension of Del <br /> Valle Parkway was removed from the General Plan. <br /> On July 21, 1999, the City Council adopted the Pleasanton General Plan 2005-2025. <br /> Chapter 3, Circulation Element of the General Plan provided for proposed Nevada <br /> Street (formerly named Del Valle Parkway) improvements between Stanley <br /> Boulevard/First Street and California Avenue, see Attachment 4. The improvement <br /> requirements included one travel lane in each direction, which is feasible with a 64.5- <br /> foot wide street right of way. <br /> On February 21, 2017, the City Council adopted Ordinance No. 2157 approving the <br /> application by Irby Ranch LLC, for Planned Unit Development Rezoning (P15-0246) and <br /> Development Plan Approval for PUD-110 to construct 87 single-family residential <br /> homes and related infrastructure on approximately 10.6 acres, an open space/arroyo <br /> parcel on 2.8 acres, and create an approximately 1.64-acre lot to be dedicated to the <br /> City for future development in partnership with Sunflower Hill for an affordable multi- <br /> family residential community for individuals with special needs, on a combined 15.03- <br /> acre site located at 3988 First Street, 3878 Stanley Boulevard, and 3780 Stanley <br /> Boulevard. <br /> PUD-110 Condition of Approval No. 52 provided that Irby Ranch, LLC construct, at its <br /> own expense, the Nevada Street extension across two parcels east of Irby Ranch: <br /> • 3716 Stanley Boulevard (owned by Storage Equities, Inc.) <br /> • Parcel E of Tract 4401 (owned by Developers) <br /> See Attachment 5 that depicts the Nevada Street extension across these two parcels. <br /> DISCUSSION <br /> As stated in the Background, though the Developers did not list Parcel E under the <br /> Owner's Certificate, sheet 2 of the final map showed graphically that Parcel E was an <br /> Page 3 of 4 <br />
