Page 10 <br /> While these parks vary in terms of their similarity to concepts included in the Abbie 4-H Draft <br /> Master Plan,the study concludes there is a broad range of opportunities for crop-based parks <br /> that are dependent on resources,visions, and topography/natural resources.The study also <br /> finds that outside funding is needed to support operations and that these contributions range <br /> from 60%to 90%of total park cost.However,notwithstanding this overall conclusion,many of <br /> the parks contain profitable program elements generated through specific park activities. As an <br /> example,the study points to a composting program that sells material to local farmers, <br /> landscapers and consumers. In addition,the range and interest in the parks attractions also play <br /> a significant role in the ability to raise funds. <br /> While Management Partners'scope does not include a financial analysis of similar parks, our <br /> research coupled with the Martial Cottle study,provides a strong indication that the ongoing <br /> operations and maintenance of a community farm park will require strong private support as <br /> well as ongoing financial support from the City.The degree of this balance will depend <br /> ultimately on the types of programming the City elects to provide at the park,the level of City <br /> staffing versus the ability to obtain volunteer services, and any decision to create a 501(c)(3) that <br /> would act as a fundraising organization. <br /> The Abbie 4-H Draft Master Plan does not include estimated funding sources, as this was not <br /> part of the project scope. However,it does indicate that a fundraising effort would be <br /> conducted to offset an unspecified amount of development costs.We have not identified <br /> specific funding sources for this type of community amenity and assume that a significant <br /> majority of the costs related to park planning, development, and construction might have to be <br /> borne by the City. <br /> Approach and Options for Next Steps <br /> As can be expected,there are numerous options and approaches for proceeding with the <br /> development of a community farm master plan. However,we see the primary alternatives as <br /> either utilizing the existing Abbie 4-H Draft Master Plan as the basis for moving forward or <br /> beginning a new City coordinated master plan process. We discuss these two options below. <br /> Prior to discussing these two options, it is important to note that we recommend the planning <br /> process begin by attempting to identify an off-site option for addressing the Abbie 4-H club's <br /> interest in acquiring permanent space for its livestock operations.At a minimum,the City,in <br /> cooperation with Abbie 4-H,should explore options that would eliminate or significantly <br /> reduce the number of livestock on the community farm while meeting other project <br /> programming interestes. While pursuit of this alternative would not fully address all of the <br /> Club's space and programming interests(We assume it may have an interest in the raising of <br /> crops to feed its livestock and/or classroom space for its education programs.) if accomplished, <br /> it could alter the focus of the community farm from one focused on livestock to one that is more <br /> recreational,educational,community gardening and crop based. While we have not yet <br /> explored these possibilities, as mentioned previously, we assume that one option would be to <br />
