In addition,there may be an underutilized existing barn within the Tri-Valley area <br /> that would be amenable to a coordinated arrangement. <br /> Should this effort result in a solution that addresses Abbie 4-H's primary livestock needs, then <br /> the City could evaluate alternative options for use of these Sub-areas consistent with the <br /> Specific Plan. We see significant opportunities for this type of community farm including the <br /> planting of vineyards, fruit orchards,community gardening,crop growing and educational <br /> programs. Like the current Abbie 4-H Draft Master Plan, pursing this model would require the <br /> development of an overall project program which identifies primary project users,legal and use <br /> agreements,funding,etc. We anticipate there would be opportunities and interest from <br /> organizations such as Master Gardeners, local vignerons,conservation groups such as the Tri- <br /> Valley Conservancy,regional non-profits that coordinate crop raising, and others that would <br /> have interest in such a project. <br /> A community farm of this type would also result in reduced development and construction <br /> costs since it would not include the barn and related infrastructure related to the housing of <br /> animals.At this time, it is not possible to identify specific value of the reductions but we assume <br /> they would be significant. In addition, if Abbie 4-H,or any other 4-H club for that matter,was <br /> not the primary user of the facility, the City would not be required to seek authorization and <br /> approvals from the University of California,which could potentially be time consuming. <br /> Further,some of the current concerns related to odor and waste management,water runoff, <br /> animal security,incompatibility with the surrounding neighborhood and other livestock issues <br /> would be eliminated, thus streamlining the development process <br /> Approach 1 —Request a Proposal from MD Fotheringham Landscape Architect <br /> to Amend and Complete the Existing Abbie 4-H Draft Community Farm Master <br /> Plan. <br /> As indicated above,the work performed to date by MD Fotheringham is significant and the <br /> firm has acquired valuable information regarding the site and necessary and beneficial program <br /> elements concerning a successful community farm. Therefore, this approach offers value in <br /> maximizing the City investment already made in the planning process as well as moving <br /> forward in the most expeditious manner. <br /> Management Partners and City staff met with the MD Fotheringham design team and <br /> concluded that it has the expertise to conduct a master plan process for this project.As such,if <br /> the City decides to pursue this option,the next step would be to draft a project scope and <br /> request that MD Fotheringham provide a proposal to complete the project.It is assumed that <br /> the draft agreement for this work would be presented to the City Council for its review and <br /> approval.Should the City pursue this approach,we assume an agreement to proceed would be <br /> presented to the City Council within 60 days. <br />
