(This model is used currently at the Hagemann farm <br /> property owned by the City of Livermore,which has entered into a license agreement <br /> with Del Arroyo 4-H Club to operate an equine therapy program for the benefit of <br /> disabled adults and children, of which the majority are required to be low income.) <br /> We did not identify a model that included the entire community farm being leased to a non- <br /> public entity. However, we have not identified reasons why this would not be feasible should <br /> there be an appropriate non-profit,or other entity,willing to assume this role. <br /> Ultimately,each model has its advantages and challenges and most often the operating model is <br /> developed as a result of the property's history and/or deeded limitations in place as part of <br /> property acquisition.As an example,the Emma Prusch Farm Regional Park was deeded to the <br /> City of San Jose with specific restrictions that guide property usage. In addition, the Deer <br /> Hollow Farm is part of the Midpeninsula Regional Open Space District(but operated by the <br /> City of Mountain View) and has specific restrictions regarding property use. Since the City of <br /> Pleasanton does not have these deed restrictions it is free to establish relationships for park <br /> usage,maintenance, and operations in a manner that best meets the purpose of the park and the <br /> needs of the City.As a result, additional focus is needed to more fully identify an operating and <br /> usage model that meets City and community expectations. <br /> Involvement with the Abbie 4-H Club <br /> The Abbie 4-H Club has been the primary supporter and sponsor of the Bernal Property <br /> community farm effort and based on our discussions and meetings with City staff, it has <br /> significant expertise with the issue. However, it is important to note that the Abbie 4-H Club, <br /> like all 4-H Clubs in California, are part of the University of California System,Division of <br /> Agriculture and Natural Resources administered through UC Davis. As such,the cooperation <br /> with Abbie 4-H involves early and significant communication with UC California regarding any <br /> potential legal operating, funding,or property lease arrangement. Further,the local 4-H groups <br /> in Alameda County are coordinated through the Alameda County 4-H program and its <br /> involvement is also required.We have communicated with Alameda County 4-H staff and it is <br /> aware of the potential for this project. Because of these relationships, any agreements with the <br /> Abbie 4-H Club would be with the Regents of the University of California on behalf of the <br /> Abbie 4-H Club. <br /> While the Abbie 4-H Club has been instrumental in guiding the project to date,its continued <br /> involvement, though beneficial, is not required because with the exception of providing the <br /> previously mentioned grant for preparation of the Abbie 4-H Draft Master Plan,neither the City <br /> or Abbie 4-H Club are bound by any existing or previous written or verbal agreements. <br /> Further,no fees or revenues are outstanding that bind the City to continuing project planning <br />
