accessible at all times, all open spaces and park areas shall be publically accessible from <br /> dusk to dawn. <br /> 23. The applicant/project developer shall provide all buyers with copies of the project <br /> conditions of approval. <br /> 24. The electrical plan for the new homes shall provide telecommunications infrastructure <br /> consistent with state-of-the-art methods (e.g. cabling for DSL, broadband, or wireless <br /> service, wiring for total room access, etc.) in effect at the time that building permit(s) are <br /> issued. The plan shall be part of the building permit plan set. <br /> 25. If a cluster mailbox is required by the US Postal Service, the cluster mailbox location shall <br /> be shown on the construction plans submitted for issuance of a building permit. <br /> 26. The garages for the new homes shall have automatic opening sectional roll-up garage <br /> doors. <br /> 27. Only recycled water shall be used on the site during the grading and construction periods, <br /> unless otherwise approved by the City Engineer, and this specification shall be included on <br /> all grading plans and other construction documents. <br /> 28. The project shall comply with the current City/Pleasanton Garbage Service recycling and <br /> composting programs. <br /> 29. All residential units within the boundary of the Downtown Specific Plan area shall <br /> contribute $2,500 per new unit to the Bernal Park Reserve Fund prior to issuance of the <br /> first building permit, unless different timing is set forth in the development agreement, for a <br /> total of$50,000 to the Bernal Park Reserve Fund for units located on the Zia property. <br /> 30. All exterior lighting, including landscape lighting, shall be directed downward and designed <br /> or shielded so as to not shine onto neighboring properties. The project/building developer <br /> shall submit a final lighting plan and include photometrics and drawings and/or <br /> manufacturer's specification sheets showing the size and types of the light fixtures for the <br /> exterior of the buildings. The lighting plan shall be subject to the review and approval by <br /> the Director of Community Development prior to issuance of the first building permit for the <br /> project. <br /> 31. The final location of pad-mounted transformers shall be subject to approval by the Director <br /> of Community Development prior to issuance of permits by the Building and Safety Division <br /> or Engineering Department. Such transformers shall be screened by landscaping to the <br /> satisfaction of the Director of Community Development. All transformers shall be shown on <br /> the plans submitted for issuance of permits. <br /> 32. The applicant and/or developer shall submit a pad elevation certification prepared by a <br /> licensed land surveyor or registered civil engineer to the Chief Building Official and Director <br /> of Community Development certifying that the pad elevations and building locations <br /> PUD-110, Irby Ranch City Council <br /> Page 6 of 32 <br />
