Pat O'Brien spoke in support of the project and congratulated staff, City Council, the developer <br /> and Sunflower Hill for creating a unique partnership and offering a great opportunity to move the <br /> project forward. He suggested supporting Sunflower Hill in their financing. <br /> Paul Wankle, Valley Humane Society, thanked City Council for considering the expansion of <br /> Nevada Street and spoke in support of the proposed project. He requested the Nevada Street <br /> expansion become part of staffs recommendations and that Valley Humane's input be <br /> considered. <br /> Sblerd Sblendono, Innovation Tri-valley Leadership Group, spoke in support of the development <br /> and project. The project will create jobs and allow residents to live and work in the community <br /> and will serve developmentally delayed individuals. He added the facility will be near downtown, <br /> transportation and services required by residents. He urged City Council to approve the project. <br /> Tanya Ludden spoke in favor of the project. She urged City Council to approve it. <br /> Rodger Miller spoke in favor of the project and urged City Council to approve it. <br /> Herb Ritter noted the project has been long in the works and spoke in favor of it and addressed <br /> the Planning Commission process of the project. <br /> Tom Gill spoke in favor of the special needs housing but not of the high-density residential <br /> because of increased traffic. He noted about the possibility of limiting purchase of homes to <br /> special needs families and worried that the Sunflower Hill project will not be built. <br /> Kelly Errigo spoke in support of the project. <br /> Erica McNerney expressed concerns regarding potential negative impacts to local schools and <br /> questioned what the City plans to do with the extra space if the library is moved to a different <br /> location. She suggested that would be an ideal location for Sunflower Hill. <br /> Susan Houghton President of the Sunflower Board of Directors and mother of a special needs <br /> son, thanked the developer and families who have given their property and spoke in support of <br /> the project. She addressed the developer's ability to execute the project and the strength of <br /> their partners and Board. She reported they plan to file their application within six months. She <br /> noted there is no Sunflower Hill project without Irby Ranch and urged City Council to approve it. <br /> Laura Lee reported she has a special needs stepson, spoke regarding her family's history in the <br /> City and expressed support for the proposed project. <br /> Peter MacDonald referenced a School Mitigation Agreement that was approved by the school <br /> district, addressed benefits to the City and school district, and reported the developer is legally <br /> obligated to disclose the Sunflower Hill facility, addressed the need for this type of housing in <br /> the City and urged City Council to approve the project. <br /> John Sensiba, Board Member for Sunflower Hill, addressed projected enrollment for Pleasanton <br /> schools and spoke in support of the project. <br /> Mayor Thorne closed the public hearing. <br /> In response to Mayor Thorne's question regarding the required amount for public school <br /> contributions per unit, Mr. Beaudin reported it is approximately $14,000 per unit. <br /> City Council Minutes Page 6 of 9 February 7,2017 <br />
