In response to Councilmember Brown's question regarding guarantees that both projects will be built, Mr. Beaudin reported by June of 2020, the Sunflower Hill team will need to submit a development application and reported there are CC&R disclosures with respect to this project. The project provides a lot of discretion in terms of taking possession. The City expects that • within the next year, Sunflower Hill will have an application to submit. Julie Testa spoke in support of the project noting the City will be better with the facility but shared concerns that Sunflower Hill will not be built. She stated that by rezoning land, the burden to schools becomes real and the proposed homes will put additional burden on local schools, without a guarantee that Sunflower Hill will be built. Ms. Testa felt Sunflower Hill does not need to be approved now. Jill Miller stated she supports the Sunflower Hill development and said that project should move forward and increase the number of units. Special needs individuals should be given priority for units, but she felt it is premature to move forward with this project, now, because of the Downtown Revitalization plan and there is a lot going on in that part of town. Randall Brown commented positively regarding the Pleasanton community and spoke in support of the project. Jan Batcheller spoke in support of the proposed project. Beverly Gill spoke in support of the concept of the Sunflower Hill project but expressed concerns with tying it to the 87-unit project because it does not guarantee that the Sunflower Hill project will be built. She expressed concerns with increased traffic and an extra burden placed on local schools. Paul Renker commended staff for the in-depth study on this matter and spoke in support of the project. He urged City Council to support it. Alan Throop reported his son has special needs and spoke in favor of the project. Sandy Richert spoke in support of the development. She addressed the benefits the project will bring to the community and urged City Council to approve it. Janeen Rubino Brumm reported one of her sons is developmentally disabled and spoke in support of the proposed project. She stated her son urges City Council to approve the project, is excited about it and she urged City Council to approve it. Mike Brown commended the Livermore City Council for approving the Sunflower Hill project. He reported his stepson has special needs and wants him to be able stay in the community. He urged City Council to approve the project. Christine Kaplan commented positively on the project developer and in support of the proposed project.
