Councilmember Brown noted this is not a regular, traditional housing project, but rather a <br /> special project because of the partnership between Irby Ranch and Sunflower Hill. She <br /> commended staff, the Planning and Housing Commissions and the developer for working <br /> together to find the ultimate solution for the community. She listed benefits of the project and <br /> congratulated the developer. She reported she had concerns regarding the three-story units <br /> noting the developer responded by reducing the number of three-story units from 42 to 31. She <br /> commented on extension of Nevada Street and addressed the need for special needs housing. <br /> She addressed the proposed density and commented positively on the City working closely with <br /> LATVA to resolve traffic issues and congestion, and thanked the developer for ensuring the <br /> importance of the various family's contributions are memorialized by naming streets and parks <br /> after them. <br /> MOTION: It was m/s by Brown/Narum to waive full reading and adopt Resolution No. 17-913 <br /> approving an amendment to the General Plan as filed under Case P15-0245 from <br /> Retail/Highway/Service Commercial, Business and Professional Office to High Density <br /> Residential and an amendment to the Downtown Specific Plan, as filed under Case P15-0405 <br /> from Downtown Commercial to high Density Residential for properties located at 3988 First <br /> Street, 3878 Stanley Boulevard and 3780 Stanley Boulevard; introduced and waived first <br /> reading of Ordinance No 2157 approving the application of Irby Ranch LLC, for Planned Unit <br /> Development (PUD) rezoning and development plan approval, as filed under Case PUD-110 <br /> and P15-0246; waived full reading and adopted Resolution No. 17-914 approving an <br /> application by Irby Ranch LLC, for Vesting Tentative Map 8245 to sub-divide 15 combined acres <br /> into 87 lots for 87 new single-family homes, one lot for future development of housing for <br /> individuals with special needs, and 13 common area and private street lots on properties <br /> located at 3988 First Street, 3878 Stanley Boulevard and 3780 Stanley Boulevard; waived full <br /> reading and adopted Resolution No. 17-915 approving the framework agreement between the <br /> City of Pleasanton, Irby Ranch LLC and Sunflower Hill; waived first reading and introduced <br /> Ordinance No. 2158 approving the Development Agreement between the City of Pleasanton <br /> and Irby Ranch LLC.; waived full reading and adopted Resolution No. 17-916 approving the <br /> affordable housing agreement between the City of Pleasanton and Irby Ranch LLC as filed <br /> under PUD-110 for properties located at 3988 First Street, 3878 Stanley Boulevard and 3780 <br /> Stanley Boulevard, with modifications as suggested by City staff. <br /> Councilmember Narum offered a friendly amendment to the motion, to direct staff to meet with <br /> the Tri-Valley Humane Society to develop a framework around the Nevada Street extension. <br /> Councilmember Brown accepted the amendment. <br /> Councilmember Olson reported the City has had a history of developers paying for things such <br /> as schools, infrastructure and parks. He addressed benefits of the project and felt it is a terrific <br /> project. <br /> Councilmember Narum thanked residents for their input, acknowledged emails and input with <br /> concerns regarding traffic and water, and reported approval of a bond to continue to expand <br /> recycled water to free up potable water and diversify. She noted Sunflower Hill has been a <br /> Council priority and that partnering with Irby Ranch has helped the City achieve its priority in <br /> creating a community for people with special needs. She thanked the applicant for working with <br /> the City and the Planning Commission and incorporating the latter's recommendations into the <br /> plan. <br /> Mayor Thorne complemented staff and the developer for working together and the Planning and <br /> Housing Commissions for vetting the project, thoroughly. <br /> - <br /> City Council Minutes Page 7 of 9 February 7,2017 <br />
