S2~12.80 Right of Entry. With the consent of the owner, his a~en~',' the" tenant, or person in charge of the building, employees or agents of the City designated to make inspections herein may enter or go upon or about any building or premises used for business purposes at any reasonable hour for the purpose of inspecting the physical exterior accessible open- ings of such building or premises or for any other purpose consistent herewith. Such employee or agent shall identify themselves by exhibiting a badge or other evidence of their identity and authority. If the representative is refused admittance an inspec- tion warrant shall be procured. S2-12.81 Definitions. For the purposes of this article, the following definitions shall apply: a. Commercial buildings shall mean any building used in the conduct of a business or for the storage of merchandise, household goods or produce. b. Cylinder guard shall mean a hardened ring sur- rounding the exposed portion of the lock cylinder or other device which is so fastened as to pro- tect the cylinder from wrenching, prying, cut- ting or pulling by attack tools. c. Deadbolt shall mean a bolt that has no auto- matic spring action and is operated by a key cylinder, thumbturn or lever. d. Insert shall mean a hardened steel roller inside unhardened bolts to prevent bolt cutting or saw- ing with common tools. e. Transom shall mean an area above a doorway that can be opened such as a hinged window or louvered windows. f. Owner shall mean any person, firm or corporation avh'~g a legal or equitable interest in the prop- erty, or a power of agency therein. g. Residential unit shall mean any building or por- tion of building used for habitation including motels, hotels, single family dwellings, apart- ments, townhouses, condominiums and guest rooms. h. Hours of darkness shall mean that period commenc- ing with sunset and continuing to sunrise. ~2-12.82 Security Provisions for Commercial Buildings:, Doors~ Each exterior door shall be secured as follows: 1. Single doors shall be equipped with a single dead- bolt with a turnpiece with a minimum throw of one inch. A hook or expanding bolt may have a throw of 3/4 inch. A deadbolt must contain an insert of hardened steel to resist attempts at cutting through the bolt. 2. On pairs of doors, the active leaf shall be equipped with the type lock required for single doors in (1) above. The inactive leaf shall be equipped with flush bolts protected by hardened material with a minimum throw of 5/8 inch at the top and bottom. -3-
