S2~12.80 Right of Entry. With the consent of the owner, <br /> his a~en~',' the" tenant, or person in charge of the <br /> building, employees or agents of the City designated <br /> to make inspections herein may enter or go upon or <br /> about any building or premises used for business <br /> purposes at any reasonable hour for the purpose of <br /> inspecting the physical exterior accessible open- <br /> ings of such building or premises or for any other <br /> purpose consistent herewith. Such employee or agent <br /> shall identify themselves by exhibiting a badge or <br /> other evidence of their identity and authority. If <br /> the representative is refused admittance an inspec- <br /> tion warrant shall be procured. <br /> <br />S2-12.81 Definitions. For the purposes of this article, <br /> the following definitions shall apply: <br /> <br /> a. Commercial buildings shall mean any building used <br /> in the conduct of a business or for the storage <br /> of merchandise, household goods or produce. <br /> <br /> b. Cylinder guard shall mean a hardened ring sur- <br /> rounding the exposed portion of the lock cylinder <br /> or other device which is so fastened as to pro- <br /> tect the cylinder from wrenching, prying, cut- <br /> ting or pulling by attack tools. <br /> <br /> c. Deadbolt shall mean a bolt that has no auto- <br /> matic spring action and is operated by a key <br /> cylinder, thumbturn or lever. <br /> <br /> d. Insert shall mean a hardened steel roller inside <br /> unhardened bolts to prevent bolt cutting or saw- <br /> ing with common tools. <br /> <br /> e. Transom shall mean an area above a doorway that <br /> can be opened such as a hinged window or louvered <br /> windows. <br /> <br /> f. Owner shall mean any person, firm or corporation <br /> avh'~g a legal or equitable interest in the prop- <br /> erty, or a power of agency therein. <br /> <br /> g. Residential unit shall mean any building or por- <br /> tion of building used for habitation including <br /> motels, hotels, single family dwellings, apart- <br /> ments, townhouses, condominiums and guest rooms. <br /> <br /> h. Hours of darkness shall mean that period commenc- <br /> ing with sunset and continuing to sunrise. <br /> <br />~2-12.82 Security Provisions for Commercial Buildings:, <br /> Doors~ Each exterior door shall be secured as follows: <br /> <br /> 1. Single doors shall be equipped with a single dead- <br /> bolt with a turnpiece with a minimum throw of one <br /> inch. A hook or expanding bolt may have a throw of <br /> 3/4 inch. A deadbolt must contain an insert of <br /> hardened steel to resist attempts at cutting <br /> through the bolt. <br /> <br /> 2. On pairs of doors, the active leaf shall be <br /> equipped with the type lock required for single <br /> doors in (1) above. The inactive leaf shall be <br /> equipped with flush bolts protected by hardened <br /> material with a minimum throw of 5/8 inch at <br /> the top and bottom. <br /> <br /> -3- <br /> <br /> <br />
