amendments to the Uniform Building Code are neces- <br /> sitated by local geographic and topographic condi- <br /> tions. These conditions include: <br /> <br /> a) A concentration of streams and flood control <br /> channels providing escape routes and hiding <br /> places for perpetrators of illegal entries <br /> and making prevention of burglaries and ap- <br /> prehension of burglars extremely difficult. <br /> The largest of these are the Arroyo Del Valle, <br /> Arroyo Mocho, Arroyo de la Laguna, Tassajara <br /> Creek, Pleasanton Canal and Alamo Canal. <br /> <br /> b) Hilly terrain flanks the City on two sides. <br /> It is difficult to prevent illegal entries and <br /> apprehend the perpetrators in these areas as <br /> the hills, ravines, ridges and slopes provide <br /> ready escape routes and hiding places. <br /> <br /> c) Housing developments are interspersed with <br /> agricultural lands, ranches and fields offer- <br /> ing escape routes and hiding places to per- <br /> petrators. <br /> <br /> d) Interstate 680 divides the City from north to <br /> south isolating the Foothill area, increasing <br /> response time to this area and generally mak- <br /> ing it more difficult to provide reasonable <br /> protection from illegal entries. <br /> <br /> e) The presence of Interstate 580 and 680 makes it <br /> extremely difficult to apprehend a burglar once <br /> an unlawful entry has occurred. Within minutes <br /> a burglar is able to flee the jurisdiction. <br /> <br />~2-12.76 Scope. The provisions of this article shall <br /> apply to new buildings, additions to existing <br /> buildings, and to existing commercial buildings <br /> when additions, alterations or repairs within any <br /> twelve (12) month period exceed fifty (50) percent <br /> of the value of the existing building. <br /> <br />S2-12.77 Supplementary Regulations. The provisions of <br /> this article shall be considered supplementary to <br /> the mandated uniform codes prescribed by the Health <br /> and Safety Code of the State of California. When- <br /> ever a provision of this article is found to be in- <br /> consistent with any uniform code requirement, the <br /> provision of the uniform code shall apply. <br /> <br />~2-12.78 Alternate Security Provisions. The Provisions <br /> of this article are not intended to prevent the use <br /> of any device, hardware, or method of construction, <br /> not specifically prescribed in this code, when such <br /> alternate provides equivalent security and is ap- <br /> proved by the Chief Building Inspector of the City <br /> of Pleasanton. <br /> <br />S2-12.79 Administration. This article shall be admin- <br /> ister~f Building Inspector as a part <br /> of the Uniform Building Code.
