appraisal conducted The City determined acquiring the land now, was the best approach The price of <br /> $500,000 was the result of a conversation decades ago, but did not get incorporated into the <br /> agreements At that time, the City litigated, but lost in court, and now must purchase the property for <br /> Fair Market Value Purchasing that property has been a Council priority for the last ten years <br /> Mayor Thorne closed public comment <br /> Councilmember Brown stated she's excited to see what happens to this property pending the <br /> Downtown Specific Plan and does not want to see it developed as high-density housing It will ultimatey <br /> be up to the Taskforce and City Council and hoped it will make the downtown area, better <br /> Mayor Thorne agreed, added he would like the property to be the highest and best use for the City, as <br /> a whole and addressed the review process in the future <br /> Councilmember Narum agreed, adding she's excited the City will be able to incorporate another 3 18 <br /> acres into its vision for the downtown area <br /> MOTION: It was m/s by Pentin/Narum to approve and authorize the City Manager to execute the <br /> agreement and authorize the City Manager to execute the agreement for sale of real estate for the <br /> purchase of 3 18 acres located at 401 and 403 Old Bernal Avenue in Pleasanton, CA for $4 2 million <br /> from the San Francisco Public Utilities Commission (SFPUC) Motion passed by the following vote <br /> Ayes Councilmembers Brown, Narum, Pentin, Olson, Mayor Thorne <br /> Noes None <br /> Absent None <br /> 14 Approve plans and specifications, review bids, and award a construction contract to Murphy <br /> Industrial Coatings in the amount of $1,122,150, approved the task authorization with Swinerton <br /> Management & Consulting in the amount of $148,995 for construction management and specialty <br /> inspection services for the Bridge Painting, Bernal Bridge over Arroyo De La Laguna project, CIP <br /> No 13525-Fed ID 5101(028) <br /> Director of Engineering Steve Kirkpatrick presented the staff report addressing the bridge system, <br /> location, construction schedule, collection, removal and disposal of removed material, funding, costs, <br /> average daily trips over the bridge, traffic impacts, noise impacts, potential impacts to adjacent <br /> neighbors and community outreach <br /> Mayor Thorne noted the need to start the planning process commented on noise impacts to nearby <br /> residences <br /> Councilmember Pentin commented on significant events that may be impacted including the fair and <br /> The Good Guys In response to his question, staff noted that the main issue is related to peak hours <br /> and that for other times, the traffic signal should be able to handle traffic and should not cause backups <br /> Staff does not see specific events impacting Average Daily Trips, but throughout the process, the City <br /> will need to monitor traffic and make adjustments as necessary <br /> Councilmember Olson asked regarding disposal of the paint lead and related costs Staff reported this <br /> was a low-bid process and the City is very perscriptive about how to handle lead in accordance with the <br /> law The City will receive manifest sheets as to where the material was taken and costs are included in <br /> the cost of the bid <br /> City Council Minutes Page 4 of 6 December 20,2016 <br />
