In response Councilmember Brown's question, staff reported the bridge will be painted in a <br /> grayish/silver color Councilmember Brown stated it is near a dog park and wondered regarding the <br /> impact of increased noise levels on dogs' sensitive ears Staff reported there should not be increased <br /> 1 impacts other that the regular traffic noise emitted from the bridge <br /> Discussion followed regarding actions to be taken in case corrosion is evident, whether the bridge will <br /> be safe in an earthquake Staff reported that currently, the bridge does not meet current standards for <br /> withstanding an earthquake, a retrofit cannot be done and it is not likely to fail catestrophically in an <br /> earthquake, but, it could fail and need to be taken out of service Continued discussion followed <br /> regarding the possibilty of building a second bridge, parallel to the existing bridge, and on the south <br /> side <br /> MOTION: It was m/s by Olson/Narum to approve plans and specifications, review bids, award and <br /> authorize the City Manager to excute a construction contract to Murphy Industrial Coatings in the <br /> amount of $1,122,150, approve the task authorization with Swinerton Management & Consulting in the <br /> amount of $148,995 for construction management and specialty inspection services for the Bridge <br /> Painting, Bernal Bridge over Arroyo De La Laguna project, CIP No 13525-Fed ID 5101(028) and <br /> authroize the Director of Engineering to approve and execute contract change orders for a contingency <br /> amount not to exceed $112,215 Motion passed by the following vote <br /> Ayes Councilmembers Brown, Narum, Pentin, Olson, Mayor Thorne <br /> Noes None <br /> Absent None <br /> 15 Approve calendar year 2017 appointments to City Council Subcommittees and selection of the <br /> Vice Mayor <br /> City Manager Fiahlo presented the report and referenced a list of committee assignments and the need <br /> to select a Vice Mayor <br /> Mayor Thorne explained changes made to committee assignments <br /> Councilmember Pentin stated he is the sole Councilmember of the Community Monitor Committee and <br /> Open Space Committee and stated it would be nice to have an alternate assigned in case he cannot <br /> attend <br /> Councilmember Narum volunteered as an alternate in the Open Space Committee and Councilmember <br /> Olson volunteered as an alternate in the Community Monitor Committee <br /> Mayor Thorne noted many of the committees don't have a lot of activity <br /> Councilmember Brown commented on activities related to the East Bay Regional Park Committee, <br /> expressed her interest in remainer on the committee and noted that Councilmember Pentin was <br /> interested in serving on that committee as well <br /> MOTION: It was m/s by Narum/Olson to name Councilmember Pentin the new Vice Mayor and <br /> approve the calendar year 2017 appointments to City Council Subcommittees Motion passed by the <br /> following vote <br /> Ayes Councilmembers Brown, Narum, Pentin, Olson, Mayor Thorne <br /> Noes None <br /> Absent None <br /> City Council Minutes Page 5 of 6 December 20, 2016 <br />
