It was m/s by Pentin/Brown to approve the consent calendar as submitted and as <br /> noted Motion passed by the following vote <br /> Ayes Councilmembers Brown, Narum, Pentin, Olson, Mayor Thorne <br /> Noes None <br /> Absent None <br /> MEETING OPEN TO THE PUBLIC <br /> 12 Public Comment- None <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 13 Consider the purchase of 3 18 acres located at 401 and 403 Old Bernal Avenue in Pleasanton, <br /> CA for $4 2 million from the San Francisco Public Utilities Commission (SFPUC) and authorize <br /> the City Manager to execute the agreement for sale of real estate <br /> Finance Director Tina Olson presented details of the staff report addressing the General Plan <br /> designation for the property, inclusion in the Downtown Specific Plan, timeline to completion, <br /> recommendations and next steps <br /> Mayor Thorne indicated the City does not know what it will do with that property until the whole process <br /> is completed, including the approval process that will be determined by the Downtown Specific Plan <br /> In response to Councilmember Narum's question, staff confirmed the City has been surveying the <br /> property to ensure it is getting the accurate information and there are not surprise easements It was <br /> noted there is a ten-foot easement on either side of the railroad corridor <br /> Mayor Thorne invited public commment <br /> Julie Testa stated it is hard to see this item, especially when there was an agreement to get the <br /> property for $500,000 She expressed concern regarding the big expense, especially since the City <br /> does not know what it will be used for and it may be part of an agenda to create residential and/or <br /> mixed-use residential, downtown She questioned the need for purchasing the land at the stated price, <br /> and hoped the City is not purchasing it as land speculation to make it available for future residential or <br /> mixed-use residential She beleived it is not a logical expenditure and the City has enough control over 1 <br /> it through zoning, that it does not have to own it <br /> City Manager Nelson Fialho reported the City was informed, in July, that the City of San Francisco was <br /> preparing to place the property on the market, which forced the discussion, at the policy level as to <br /> whether or not acquire the property The City and County of San Francisco have very strict charter <br /> provisions that do not allow property to be sold below market pricing, which is why the City had an <br /> City Council Minutes Page 3 of 6 December 20, 2016 <br />
