e Based on inventory and assessment, assemble a dashboard of transportation options for <br /> people eligible to use paratransit (and ADA) services <br /> e Evaluate options and highlight strengths of the options as well as likely weaknesses, <br /> including obstacles to use, temporal and spatial gaps, and areas of service <br /> duplication/overlap <br /> TASK 2 'h eliverable: <br /> o Techmcal Report 1 includes work completed in Tasks 2 <br /> TASK 3: PARATRANSIT SERVICE PERFORMANCE ANALYSIS (Data <br /> Collection and Analysis) <br /> This task it to provide a foundation for the service options to be developed in later phases of the <br /> project It will include a comprehensive review and performance assessment of all current <br /> services and will identify potential future impacts on the paratransit services <br /> 3.1 Data Collection and eview <br /> o Review data and information collected from LAVTA's Comprehensive Operations <br /> Analysis <br /> o Collect additional information and solicit information from the City of Pleasanton, and <br /> Alameda CTC, as needed <br /> o Provide staff with a comprehensive data needs list looking at taxi contracts, funding <br /> applications, ridership data, vehicle fleet inventories, etc <br /> ® Analyze existing paratransit ridership for PPS and LAVTA for the past six fiscal years <br /> 3.2 Performance Analysis and LAVTA NT alp Reporting <br /> o Work with PPS, LAVTA and MTM staff to obtain a sample of trip records from <br /> TripSpark system <br /> o Obtain 2-5 months of trip data, including origins and destinations, pick-up and drop-off <br /> times, passenger IDs, and completion status Data can be used for <br /> o Geographic analysis of travel patterns, <br /> o Where trips are concentrated <br /> o Where and when particularly long trips occur <br /> o How trips are assigned <br /> o Statistical analysis of time-of-day patterns <br /> o Extent of daily fluctuations in demand <br /> o On time performance <br /> o Evaluating additional issues that may arise in the course of reviewing policy and service <br /> delivery options <br /> o Evaluate compliance with requirements for ADA reporting <br /> o Observe reservations and dispatching functions for both PPS and LAVTA to understand <br /> how staff interact with passengers and drivers <br /> o Observe how pick-up windows are quoted <br /> o Observe procedures used when the exact times requested by passengers are not available, <br /> including use of trip time negotiation, standby runs, and call-backs <br /> o Observe how trips are assigned <br /> 9IPage <br />
