TASK 2: EXISTING SERVICES ANALYSIS (Study/Data Review) <br /> In this task, Nelson/Nygaard will conduct an overview of the operating environment for LAVTA <br /> and PPS and seek to understand the context in which the services operate An inventory and <br /> thorough understanding of the markets that influence the current and potential demand for <br /> services allows us to assess the current state of transportation for the target populations in <br /> Pleasanton, Sunol, Dublin, and Livermore (Tn-Valley) <br /> 2.1 11 esearch Review <br /> Nelson/Nygaard will conduct a thorough review of the following <br /> © Review available information and data applicable to Alameda County and Tn Valley <br /> planning studies, data and documents completed by LAVTA, Alameda County <br /> Transportation Commission (Alameda CTC) or the Metropolitan Transportation <br /> Commission (MTC) <br /> ® Review existing reports, transportation plans <br /> ® Review customer and public surveys <br /> o Review policies to become familiar with all past, current, and proposed efforts relevant to <br /> transportation services for older adults and people with disabilities <br /> O Review comprehensive set of analyses and reports <br /> ® Review funding applications <br /> o Review of other initiatives, including the LAVTA Comprehensive Operational Analysis <br /> and the 2011 Eastern Alameda Human Services Needs Assessment Findings Report <br /> o Gain understanding of local trends, origins and destinations, and use for work/school and <br /> non-work/school trips <br /> 2.2 Assessment of Current Transportation Services <br /> Nelson/Nygaard will review transportation services provided in Pleasanton, Sunol, Dublin, and <br /> Livermore (Tn-Valley) <br /> O Programs and services available through both PPS and LAVTA's Wheels, Dial-a-Ride <br /> and Para-Taxi programs <br /> ® Inventory other services that comprise the local and regional transportation network for <br /> older adults and people with disabilities, including Wheels fixed routes, BART, ACE <br /> passenger rail, private shuttles, taxis and transportation network companies (TNCs like <br /> Uber and Lyft), and vans and other services provided by medical providers and human <br /> services agencies/organizations Also included regional buses and paratransit programs <br /> that also serve the Tn-Valley from adjacent transportation providers <br /> ® Inventory will report, as available, annual ridership and service level trend, passenger <br /> origins and destinations, and several descriptive factors including <br /> o Ridership volumes and patterns by market(seniors,people with disabilities,other groups) <br /> o Service characteristics <br /> o Level of assistance provided to consumers <br /> o Eligibility and organizational affiliation requirements <br /> o Service schedules <br /> o Directness/travel times <br /> o Scheduling requirements <br /> ® Prepare service area maps using GIS to illustrate where current services operate and the <br /> key activity centers or places most frequented by these providers <br /> 8IPage <br />
