THE CITY OF <br /> ATT '=C H-a M E NT 2 <br /> � I <br /> Al L�- <br /> P <br /> (� •�m�la�hi0 000 � 0 DUO <br /> ASANTON <br /> January 15, 2016 <br /> Via electronic mail to ChnstyL @abag cagov <br /> Christy Leffall, Regional Planner <br /> Association of Bay Area Governments (ABAG) <br /> P.O Box 2050 <br /> Oakland, CA 94604-2050 <br /> Re Plan Bay Area 2040 Preliminary Draft Scenario Numbers <br /> Dear Ms Leffall, <br /> Thank you for providing us the opportunity to review and comment on the Plan Bay Area <br /> 2040 Preliminary Draft Scenarios <br /> The household and jobs projections are organized into three scenarios (described in ABAG's <br /> accompanying memo), and rely on estimates for household and job growth until the year <br /> 2040, using the year 2010 as a base year Unfortunately, we did not receive preliminary <br /> growth rates released by ABAG in October of 2015, and are thus reviewing these projections <br /> for the forst time We reviewed the current Preliminary Draft Scenarios in conjunction with the <br /> numbers provided for the Plan Bay Area 2013 Growth Feedback in July 2015, and are <br /> offering the following comments <br /> g 9 <br /> 1 2010 Base Year Numbers Based on conversations with Hacienda Business Park <br /> (Hacienda), we believe the 2010 Base Year household and job numbers for the <br /> Hacienda Priority Development Area (PDA) may be incorrect According to Hacienda, <br /> which bases its numbers off U S Census data, there were 1,540 households in <br /> Hacienda in 2010 (the Preliminary Draft Scenarios indicate 1,270 households) and <br /> approximately 17,000 jobs (the Preliminary Draft Scenarios indicate 9,910 jobs) While <br /> City staff is confirming the Hacienda data, we believe they should reexamined and the <br /> 2040 growth rates adjusted accordingly, if warranted <br /> 2 Growth Management Ordinance. The City's current growth management ordinance <br /> allows the approval of up to 235 residential units per year Among all three scenarios, <br /> Scenario identifies a o 3 dent) es the smallest increase of 9,635 households over the 30 year <br /> timeframe, resulting in an annual average of 322 households Assuming that one <br /> household is equivalent to one unit, all three scenarios exceed the City's current <br /> annual benchmark of 235 units established by the growth management ordinance We <br /> suggest that all three scenarios be revised to result in growth rates that are more in- <br /> line with the annual growth in the City's current growth management ordinance <br /> COMMUNITY DEVELOPMENT P. 0.
