Proposal for Pleasanton Downtown Specific Plan Update <br /> Revised Scope and Budget—October 14, 2016 <br /> 3 Consolidated Comments and Direction City staff will provide a single set of consolidated <br /> comments on the review drafts of all documents Unless otherwise specified in the <br /> Scope of Work, each product will be finalized following one round of staff review, <br /> additional iterations and reviews will be considered additional service <br /> 4 Deliverables We will provide digital files of documents in Word and Adobe PDF formats <br /> Any product requiring a high level of layout/graphic design will be done in Adobe <br /> InDesign All graphs, illustrations, and tables shall be prepared so that black and white <br /> copies will be readable,all maps will be prepared in color Printed copies of deliverables <br /> will be provided per the RFP 10 color copies of the Administrative Draft Specific Plan <br /> and 30 color copies of the Public Review Draft Specific Plan Interim products (with the <br /> exception of workshop materials) and the final adopted Specific Plan will be provided <br /> electronically only <br /> 5 Reallocation by Task. Dyett & Bhatia reserves the right to reallocate budget by task <br /> provided the overall project budget is not affected <br /> 6 Increased Costs Due to Delay Should the project extend for more than 24 months due to <br /> no fault of Consultant, the budget for remaining work would be adjusted to account for <br /> change in costs/billing rates (based on change in San Francisco-Oakland-San Jose CPI) <br /> CEQA <br /> POTENTIAL SCOPE OF WORK <br /> This proposal, per instructions in the RFP, does not assume that the consultant team will <br /> prepare environmental review on the revised Specific Plan pursuant to CEQA However, <br /> depending on the nature and extent of changes proposed to the Plan, environmental review <br /> may be required For instance, if allowable building densities or intensities are increased <br /> beyond what the General Plan and zoning ordinance permit, or if the type of development <br /> proposed would conflict with applicable plans or cause additional noise or other impacts,an <br /> EIR may be necessary <br /> Dyett&Bhatia prepares EIRs on the vast majority of the plans that we write, and we would <br /> take the lead on environmental review for the Downtown Pleasanton Specific Plan, if <br /> needed For some issue areas, we would need to augment our team to add specialists The <br /> following outlines the steps that would be taken to determine the appropriate level of <br /> environmental review that would be needed Per the RFP, estimated cost is not provided <br /> but can be furnished upon request <br /> A Review relevant CEQA documents If available, review the Draft and Final EIRs <br /> prepared for the General Plan, the Specific Plan, and any relevant recent projects <br /> (this may include Mitigated Negative Declarations) to understand the level of CEQA <br /> clearance provided to the Downtown area already <br /> B Conduct Initial Study and determine level of environmental review required Prepare <br /> an environmental checklist using Appendix G of the CEQA Guidelines (and/or any <br /> other significance thresholds adopted by the City) to determine topical areas on <br /> which changes to the Specific Plan may have a significant impact Based on the <br /> outcome of the Initial Study,determine the level of environmental review necessary <br /> I <br />
