Proposal for Pleasanton Downtown Specific Plan Update <br /> Revised Scope and Budget—October 14, 2016 <br /> memorandum, in conjunction with the Issues & Options memos in Task 3 (below), <br /> will form the basis for development of alternative concepts for Task 4 <br /> 2-G TF Meeting#2 (D&B) At the second TF meeting, members will discuss the results of <br /> the initial outreach and brainstorm what options for land use, urban design, and <br /> mobility should be explored in the next phase <br /> Task 3: l ackgro and Research <br /> 3-A Specific Plan Policy Review(D&B) D&B will prepare a matrix of current Specific Plan <br /> policies, with a space to indicate for each one whether it should be kept, revised, or <br /> deleted, as well as space for explanatory notes City staff will be responsible for <br /> filling out the matrix to the best of their ability This will help the consultant team <br /> understand, from staff's perspective,exactly what in the current plan is working and <br /> what should be considered for revision <br /> 3-B Existing Conditions, Issues and Options Memos (Team) Consultant team members <br /> will prepare three short reports summarizing current conditions Each will conclude <br /> with section on issues and options directly pointing to choices the community can <br /> consider <br /> — Land use and Development Potential (D&B, UFS input) D&B and UFS will map <br /> and describe existing land uses in the Downtown area, characteristics of current <br /> and proposed development, development standards and other regulations, and <br /> development opportunity sites (including the current Civic Center site and the <br /> adjacent land between it and the ACE Station) This memo will also assess the <br /> current Specific Plan for areas of vagueness and discrepancies, using the matrix <br /> from Task 3-A Other issues to be examined will include appropriateness of <br /> currently allowable land uses (especially on the ground floor), the viability of <br /> the office district, treatment of historic resources, ►nfill potential, parking <br /> standards,and other related topics <br /> — Streetscape and Mobility(CA) CA will identify and obtain available information <br /> through City pertinent to the review of existing and proposed streetscape and <br /> mobility issues Documents including pertinent zoning code sections, existing <br /> downtown specific plan,bike and pedestrian plans,and similar will be reviewed, <br /> and existing conditions in the Downtown area will be diagrammed/mapped CA <br /> will submit summary memo detailing pertinent information and issues and <br /> options, etc The memo will incorporate goals and objectives that work to <br /> achieve those identified for this Specific Plan update and during previous <br /> meetings <br /> — Economic SWOT Analysis (EPS) EPS will conduct a detailed strengths, <br /> weaknesses, opportunities, and competitive challenges (SWOT) analysis, <br /> building on previously completed studies including the Civic Center Site Market <br /> Analysis and Pleasanton General Plan fiscal impact analysis As part of this <br /> effort, EPS will adapt its recently completed market study for the Downtown <br /> Specific Plan area focusing on retail (including a movie theater) and mixed uses <br /> and will reflect any potential changes in market trends and development activity <br /> 3 <br />
