This design would need to construct <br /> a third northbound lane to accommodate heavy vehicular right turn volumes from <br /> Stanley Boulevard onto Valley Avenue. Reconstructing the north east corner to improve <br /> sight distance for pedestrians and marking the north and east sides of the intersection <br /> to allow for pedestrian is part of the long-term design. <br /> Stanley Boulevard at Valley Avenue/Bernal Avenue intersection is identified in the <br /> General Plan as a Gateway intersection. In the AM and PM peak hours, this <br /> intersection operates at level of service D due to heavy inbound and outbound traffic. <br /> This volume has decreased with the opening of Stoneridge Drive. Prior to the opening <br /> of Stoneridge Drive there were over 1,200 AM westbound right turns. Today there are <br /> slightly less than 1000. Similarly, in the PM the extension of Stoneridge Drive has <br /> reduced the southbound left turn by more than 100 vehicles (currently 900 PM <br /> southbound left turns). Although it is a Gateway intersection, significant changes to <br /> roadway capacity can lead to congestion that could increase collisions. <br /> Estimated Fiscal Impact of StanleyNalleyBernal Improvements <br /> Funding sources have not been identified for any of the aforementioned intersection <br /> improvements. Staff estimates that the costs for the near-term and medium-term <br /> improvements could look something like those shown in the chart on the following page. <br /> Page 15 of 17 <br />
