The team will confirm the various pedestrian and bicycle issue locations to be <br /> addressed. <br /> In the development of the Improvement Measures it is important to identify also identify what is trying to be achieved: <br /> • Enhance Pedestrian and Bicycle Safety <br /> • Connect Pedestrian and Bicycle Facilities Efficiently <br /> with the Surrounding Land Use <br /> • Provide a Consistent "Message" <br /> In addition to the standards, the BKF Team we will use the - • 1 t <br /> • <br /> following guiding principles within the interchanges in the <br /> development and assessment of the improvements: <br /> • Correct hazardous situations and upgrade non- III <br /> accessible improvements for ADA compliance <br /> • Provide bicycles and pedestrians facilities <br /> • Look at ramp geometries to encourage slower <br /> vehicle speeds until past crosswalks <br /> ▪ Locate crosswalk at location with the best visibility and before the point where vehicle begin to accelerate <br /> • Crosswalks should be as short as visible as possible <br /> • Where bicyclists would travel between moving vehicle for more than 200', provide buffer zone <br /> • Where bicyclists merge across a vehicle lane allow flexibility to transition when and where safe as shown in the <br /> figure above <br /> Task 3.2 Develop Short-term Improvement Measures <br /> Short-term pedestrian and bicycle improvement measures are those that could be implemented in the near- term at <br /> reasonable cost without affecting interchange vehicle capacity. The BKF team will identify up to two potential short-term <br /> improvement measures for each identified pedestrian and bicycle issue location. <br /> The team will prepare a concept plan illustrating each measure, and identify potential <br /> benefits and impacts associated with each treatment. Considerations may include <br /> potential to reduce potential conflicts, adherence to standards or necessity of non- <br /> ' _ � standard design exceptions, estimated planning-level cost, and next steps and likely <br /> �� -__1� timing for near-term implementation. The options will be reviewed by the CITY with <br /> rCaltrans input if the CITY concurs. <br /> Task 3.3 Develop Medium-term Improvement Measures <br /> Medium-term pedestrian and bicycle improvement measures are those that would require moderate traffic operations and <br /> geometric revisions to the interchange.The BKF team will identify up to two potential medium-term improvement measures <br /> for each identified pedestrian and bicycle issue location. <br /> The team will prepare a concept plan illustrating each measure, and identify potential benefits and impacts associated with <br /> each treatment. Considerations may include potential to reduce conflicts, adherence to standards or necessity of design <br /> exceptions,traffic operational performance, roadway and structural needs,and next steps for medium-term implementation. <br /> The options will be reviewed by the CITY with Caltrans input if the CITY concurs. <br /> Task 3.4 Develop Longer-range Improvement Measures <br /> Longer-range pedestrian and bicycle improvement measures would require substantial changes to the interchange, e.g., <br /> modifications to ramp entrances, bridge widening or retaining walls at abutments.
