APPROACH _. BKF IOO-
YEARS
ENGINEERS.SURVEYORS.PLANNERS
the long-term alternatives and create illustrations of the potential improvements to better accommodate pedestrians and
bicyclists. The options and proposals will be reviewed by the CITY with Caltrans input if the CITY concurs.
Task 3.5 Draft Master Plan Document
A meeting will be conducted with the City presenting the proposed improvements, upon confirmation from the City of the
level of the improvements, BKF can develop the 35% design drawings identifying the locations of the proposed
improvements and accompanying costs. The work product and assessments will be complied and presented in a Draft
Master Plan Document for the City's review.
Task 3 Deliverables:
•
• Summary of applicable design standards and guidelines sw•
• Up to two short-term pedestrian and bicycle improvement — -
measures; concept plans and analysis
• Up to two medium-term pedestrian and bicycle improvement f,;.; /
measures at 40 locations; concept plans and analysis
• Two longer-range pedestrian and bicycle improvement -
measures; one overlaid on each of two PSR alternatives
• 35%Concept Plans and Cost Estimates
• Draft Master Plan Document
Task 4. Refine and Prioritize Options
Task 4.1 Refine Operations and Design Options
Based on Task 3 feedback, the BKF team will refine the options developed as appropriate. Concept plans will be refined for
one recommended short-term and medium-term measure per interchange area, and treatment considerations will be
revised, as needed. Cost estimates will be revised, if necessary. Pedestrian and bicycle measures will be prioritized for
implementation based on CITY input.
Task 4.2 Coordinate with Stakeholder and Special Interest Committee
Depending on City's comfort-level, coordination with Caltrans will occur throughout the project's duration. As the owner
and operator of the interchange, Caltrans' approval of the proposed improvements is necessary and paramount. Caltrans
mandates that their design standards are implemented into projects within the State right-of-way. For non-standard
roadway elements that cannot be corrected as part of the proposed project, design exception fact sheets need to be drafted,
processed and approved by Caltrans. When balancing multiple design standards, however, in recent years Caltrans has
emphasized pedestrian and bicycle safety within their roadways and interchanges.
The BPTC is a valuable resource in the development and identification of improvements to better the safety and circulation
of the pedestrian and bicycle network. The BKF Team with the CITY will digest their input and incorporate where appropriate
into the Master Plan Document.
After CITY comments are received and incorporated into the Draft Master Plan Document, the BKF Team with the CITY can
present the document, its findings and recommendations to Caltrans and BPTC to obtain consensus.
Task 4.3 Final Master Plan Document
If there are any lingering comments from the CITY, Caltrans or BPTC,the Master Plan Document will be updated accordingly
and finalized. The Final Master Plan Document will be delivered to the CITY to assist with applying for and obtaining grant
funding and subsequently with the development and advancement of the drawings to final design for bid and construction.
Task 4 Deliverables:
• BPTC and Caltrans Meeting Minutes
• Final Master Plan Document
City of Pleasanton I 1-580 and 1-680 Bicycle and Pedestrian Overcrossing Improvements
pL EASANTON.
