Foothill Road Bicycle Master Plan for the City of Pleasanton <br /> r i <br /> TASK 3:EXISTING CONDITIONS <br /> Task 3.1 Baseline Operations and Comfort Assessment <br /> Fehr&Peers will utilize the information collected in Task 2 and our StreetScore+Tool to evaluate existing conditions <br /> for bicyclists. The StreetScore+ tool calculates active mode comfort for bicyclists and pedestrians in segments and <br /> at intersection approaches based on roadway characteristics,consistent with best practices from the NACTO Urban <br /> Street Design Guide and NACTO Urban Bikeway Design Guide, 2nd edition. Fehr & Peers will use StreetScore+ to <br /> summarize the baseline conditions.This tool will be used again in the Alternatives Analysis to illustrate the complex <br /> transportation trade-offs and design <br /> considerations for multi-modal facilities. A • <br /> figure will be created to illustrate the <br /> intersection and roadway Level of Traffic Stress <br /> experienced by bicyclists along Foothill Road. <br /> Additionally, Fehr & Peers will document 7Ir <br /> existing automobile Level of Service(LOS)using 1 I <br /> existing Synchro networks created for other <br /> local Pleasanton projects. A volume graphic <br /> s X.J"�` II <br /> with lane configurations will be included r = 4 <br /> detailing the automobile. The existing Synchro i ' �! <br /> networks and volumes may be used to test �'(' > _., <br /> concepts such as intersection improvements, r' <br /> changes to roadway geometry, or road diets (if Figure 1 Example of StreetScore+Level of Traffic Stress Analysis <br /> applicable). <br /> Task 3.2 Existing Conditions Documentation <br /> Fehr & Peers will consolidate the information from Task 2 and Task 3 into a technical memorandum. This <br /> memorandum will serve as the basis to identify preliminary improvements in Task 4. <br /> Deliverables:Existing Conditions Technical Memorandum with supporting figures and maps. <br /> Delivery Date:Five weeks after contract execution. <br /> TASK 4:DRAFT PROJECT CONCEPTS <br /> Task 4.1: Preliminary Improvement Matrix <br /> Based on the information identified in Task 3, Fehr& Peers will create a preliminary improvement matrix to discuss <br /> proposed improvements for segments and intersections along Foothill Road. This task will assess where bicycle <br /> facilities may be improved or installed along Foothill Road. Recommendations for improvements shall consist of <br /> shoulder widening,bike lane gap closures, improved signage,and other infrastructure improvements.Fehr&Peers' <br /> Streetscore+tool will be used for alternatives screening to illustrate potential benefits to cyclists. Fehr&Peers could <br /> meet with the BPTC at the conclusion of this phase to discuss issues and opportunities for each segment and <br /> intersection. <br /> Deliverable:Brief Technical Memorandum preliminary improvement matrix with cross sections. <br /> Delivery Date: Two weeks after the submission of the Existing Conditions Documentation. <br /> Task 4.2:Draft Project Concepts and Cost Estimates <br /> Fehr & Peers will create concept plans for the Foothill Road corridor once input is received on the preliminary <br /> improvement matrix from City staff and/or the BPTC. Fehr & Peers with support from Mark Thomas will develop <br /> conceptual level cost estimates for each segment and intersection design.These example designs can then be used <br /> to estimate total project costs for the Foothill Road corridor. Fehr& Peers could meet with the BPTC again at this <br /> stage to discuss the final recommended concepts. City staff will then provide comments to Fehr& Peers or an in- <br /> person meeting can be scheduled to discuss detailed questions. <br /> Deliverables: <br /> • Description and visualization of the corridor in Adobe Illustrator <br /> • Conceptual cost estimates for the corridor concept design with all phases of work, including appropriate <br /> 4 FEHR'S' PEERS <br />
