Tom Murphy provided a brief history of the matter and his involvement with developing the master plan. <br /> He spoke regarding the need for more tennis courts in the City, noted that tennis is for all ages, and <br /> expressed support for the project, as proposed. <br /> Angela Qian spoke in support of preserving the existing green, open space area and in opposition to <br /> the proposed location for the new tennis courts. She urged Council to reach a compromise acceptable <br /> to all. <br /> Kevin Zhang asked Council to relocate the proposed new tennis courts and preserve the green, open <br /> field. <br /> Jim Horen spoke regarding the process and the plan and opined that the planning and noticing process <br /> has been appropriate. Mr. Horen added that any changes or delays will add to the City's costs and <br /> urged Council to approve the project, as proposed. <br /> Lisa Guignard noted that times and things change. She stated she is not opposed to additional tennis <br /> courts, but is opposed to the proposed location. She supported preserving the existing green, open <br /> field, noting that it is used by many for different activities and suggested implementing Alternative 3. <br /> Christine Loud spoke in support of the new tennis courts, but suggested an alternative location and <br /> asked that they be constructed, soon. <br /> Xiaoli Zhou spoke in support of preserving the existing green, open field and felt there is not enough <br /> space in the area for two new tennis courts. <br /> Jean Pullen spoke in support of the project noting that she is willing to compromise in terms of the <br /> location, but urged Council to proceed with building the new tennis courts, as soon as possible. <br /> Elaine Olson Pleasanton, retired landscape designer, opined that placing the tennis courts between the <br /> volleyball courts or as proposed, would be an "eye sore". She agreed that the existing redwood trees <br /> will eventually die and proposed placing one of the tennis courts in the Valley parking lot, and another <br /> on Hopyard and Valley. <br /> Amrit suggested placing signs in all parks, showing the current layouts and future plans for each. He <br /> expressed concerns with removing existing trees to make room for tennis courts. <br /> Mayor Thorne closed public comment. <br /> Mayor Thorne acknowledged the different points of view and also the public's willingness to <br /> compromise. He noted that in 1985, there was no way of projecting what the demand for tennis would <br /> be in 2016. He distinguished between community and neighborhood parks and stated he is not <br /> comfortable, at this time, of deciding where the two new tennis courts should be located and stated his <br /> preference for Option 4 (cancelling the current contract and direct staff to explore alternatives with the <br /> Parks and Recreation Commission). <br /> Councilmember Narum thanked the attendees for their input and acknowledged the sense of <br /> community generated by this issue. She stated that the two new tennis courts continue to be a priority <br /> for her, addressed the noticing and agreed with Option 4.
