MOTION: It was moved by Brown to use ballot question number 1 as the ballot question. The motion died for lack of a second, Vice Mayor Narum referenced question number 1 and suggested inserting (after the word "greater"), "including large scale and club retail". In response to an inquiry by Councilmember Pentin, City Attorney Sodergren recommended that, if it is the will of Council, to use the shorter version of the ballot question. However, depending on the statutory requirements, the language would be changed, accordingly. Councilmember Pentin noted that Council will be voting on an ordinance; amending the General Plan, and believed the language regarding the ordinance, should remain. In response to Councilmember Olson's inquiry, it was noted that the motion would include large scale and club retail. Councilmember Olson stated he would participate. City Attorney Sodergren reported that if the legislative body does not want to write it, individual Councilmembers could submit the argument. MOTION: It was m/s by Narum/Olsen to authorize Councilmember Olson and Vice Mayor Narum to write the argument, opposing the initiative and Councilmembers Olson and Pentin to write the rebuttal.
