MOTION: It was moved by Brown to use ballot question number 1 as the ballot question. <br /> The motion died for lack of a second, <br /> Vice Mayor Narum referenced question number 1 and suggested inserting (after the word "greater"), <br /> "including large scale and club retail". <br /> In response to an inquiry by Councilmember Pentin, City Attorney Sodergren recommended that, if it is <br /> the will of Council, to use the shorter version of the ballot question. However, depending on the <br /> statutory requirements, the language would be changed, accordingly. <br /> Councilmember Pentin noted that Council will be voting on an ordinance; amending the General Plan, <br /> and believed the language regarding the ordinance, should remain. <br /> MOTION: It was m/s by Narum/Pentin to use option number 1 as the ballot question, but inserting after <br /> the word "greater", "including large scale and club retail". <br /> In response to Councilmember Olson's inquiry, it was noted that the motion would include large scale <br /> and club retail. <br /> Motion passed by the following vote: <br /> Ayes: Councilmembers Brown, Narum, Olson, Pentin <br /> Noes: None <br /> Absent: None <br /> Recused: Mayor Thorne <br /> MOTION: It was m/s by Olson/Brown to direct the City Attorney's office to do an impartial analysis of <br /> the matter. Motion passed by the following vote: <br /> Ayes: Councilmembers Brown, Narum, Olson, Pentin <br /> Noes: None <br /> Absent: None <br /> Recused: Mayor Thorne <br /> Vice Mayor Narum stated her willingness to write the argument opposing the initiative. Councilmember <br /> Olson stated he would participate. <br /> City Attorney Sodergren reported that if the legislative body does not want to write it, individual <br /> Councilmembers could submit the argument. <br /> MOTION: It was m/s by Narum/Olsen to authorize Councilmember Olson and Vice Mayor Narum to <br /> write the argument, opposing the initiative and Councilmembers Olson and Pentin to write the rebuttal. <br /> Motion passed by the following vote: <br /> Ayes: Councilmembers Brown, Narum, Olson, Pentin <br /> Noes: None <br /> Absent: None <br /> Recused: Mayor Thorne <br /> City Council Minutes Page 9 of 14 July 19,2016 <br />
