2. Approve a Second Amendment to the contract with RMC Water and Environment <br /> in the amount of$74,667 for design work associated with a water pressure booster <br /> station to be located at the Ken Mercer Sports Park. <br /> 3. Authorize the Director of Engineering to approve and execute a contract change <br /> order for approximately $325,000 to purchase and install a booster station for the <br /> recycled water system. If the timing of the construction of the booster stations <br /> does not align with the related work, the construction project will be brought to City <br /> Council with a recommendation to award a separate construction contract. <br /> FINANCIAL STATEMENT <br /> There is not a financial impact associated with this action because all required funding <br /> has been budgeted for the recycled water infrastructure project. <br /> BACKGROUND <br /> On June 16, 2015 City Council awarded the construction of the Recycled Water <br /> Infrastructure Expansion Phase 1A project, CIP No. 141026 to Ranger Pipelines. At the <br /> June 16, 2015 meeting Council also approved the total project budget of $17,359,925. <br /> As presented to City Council, the project is largely funded through the State's Clean Water <br /> State Revolving Fund (65%) and Proposition 1B grant (35%). The total project budget <br /> included a contingency in the amount of $1,490,000. The Director of Engineering was <br /> authorized to approve and execute any required contract changes orders up to an amount <br /> equal to the contingency. <br /> Change Orders to Date <br /> To date there have been 30 change orders totaling approximately $1,301,000. Of this <br /> change order amount approximately$558,000 is eligible for reimbursement from the Loan <br /> and Grant. The remaining change order work totaling $743,000 was funded by other <br /> currently budgeted Capital Improvement Project funds as detailed below: <br /> 1. During the construction of the recycled water infrastructure project three broken and <br /> leaking potable water pipelines were discovered. The leaks were discovered last <br /> winter where the large diameter mains cross over the top of arroyos at the following <br /> locations; West Las Positas and Chabot Channel, West Las Positas and Tassajara <br /> Creek, and Stoneridge Drive and Chabot Channel. To provide adequate fire flow <br /> water volume, and meet summer time customer water demand, it was critical to repair <br /> the pipelines immediately. Because of the urgency the work was added by change <br /> order to the Ranger Pipeline's contract. The repair work involved removing relatively <br /> brittle ductile iron piping and installing all new PVC piping and TR Flex fittings at each <br /> arroyo crossing. The potable water repairs combined cost $354,000 and were funded <br /> through the Annual Water Main projects, CIP Nos. 141028 and 151028. <br /> 2. Recycled water pipeline was installed almost the entire length of the Sports Park <br /> Drive, the frontage road that runs the length of the Ken Mercer Sports Park. The <br /> asphalt was in very poor condition before the start of the recycled water project, <br /> consequently the excavation of the trench for the pipeline, as well as the presence of <br /> Page 3 of 8 <br />
