a change order known as a "balancing change order" is written that adjusts the contract <br /> amount to the actually constructed amount. Although the balancing change order has not <br /> yet been written for this project, work is nearly complete and it is estimated that the <br /> balancing change order will result in a credit of approximately $1,000,000 of Loan and <br /> Grant funds that will then be available to construct additional recycled water infrastructure, <br /> provided the additional work is found eligible for Loan and Grant funding. <br /> Combining the above three numbers, there is a total of $2,532,000 in Loan and Grant <br /> funding currently available to construct eligible recycled water infrastructure <br /> improvements or expansion. To improve the operation of the recycled water system, the <br /> Engineering Department has identified three additional work components, totaling <br /> $1,475,000, and recommends they be constructed now with the available Grant and Loan <br /> fund: <br /> 1. Expand the project by installing recycled water pipeline in Gibraltar Drive from <br /> West Las Positas to Hacienda Drive. This will install an additional 4,260-feet of <br /> distribution pipe and 12 more service connections at an estimated cost of <br /> $1,010,000 based upon the contractor's unit prices bid for the original contract. <br /> 2. Construct needed improvements in the Tassajara Recycled Water Reservoir Valve <br /> Vault at an estimated cost of$65,000. <br /> 3. Design and install a pump station at the Ken Mercer Sports Park to increase <br /> pressure for the park irrigation and allow future expansion of the recycled water <br /> system to locations south in the City of Pleasanton. Design and construction is <br /> estimated to cost approximately $400,000. <br /> The three components of work have been reviewed by the SWRCB staff and determined <br /> to be eligible for reimbursement by the Loan and Grant. To accomplish this work staff is <br /> proposing that the Gibraltar pipeline and the valve vault work be accomplished by change <br /> order to the existing construction contract with Ranger Pipelines. The Booster Pump <br /> Station design will be accomplished by Amendment Two to the existing RMC Water and <br /> Environment design contract. Depending on the timing of the construction, the pump <br /> station itself will be a change order with Ranger Pipelines, or a separate competitive bid. <br /> Alternatively it may be included with the upcoming Valley Avenue Recycled Water <br /> Pipeline project that will be bid in the fall. <br /> The Engineering Department and Operation Services Department staff are considering <br /> whether there are other system needs or improvements that can be funded by remaining <br /> $1,057,000 in the Loan and Grant. If other items are identified a recommendation will be <br /> presented to City Council at a future meeting. <br /> RECOMMENDATION <br /> 1. Authorize the Director of Engineering to approve and execute contract change <br /> orders for approximately $1,075,000 to construct the additional recycled water <br /> distribution pipeline in Gibraltar Avenue from West Los Positas to Hacienda Drive <br /> and to improve the valve vault at the Tassajara Recycled Water Reservoir. <br /> Page 2 of 8 <br />
