the heavy equipment necessary to dig the trench, led to the rapid deterioration of the <br /> pavement. It was determined that all new pavement would be the appropriate road <br /> repair strategy. Because of the condition of the street roadway prior to the pipeline <br /> construction, repair of the road as proposed is considered extra work. The additional <br /> paving of Sports Park Drive totaling $331,000 is being funded through the City Parking <br /> Lot Maintenance and Rehabilitation project, CIP No. 138034. <br /> 3. Bernal Avenue from Foothill Road to Valley Avenue is scheduled to be paved this <br /> August. Valley Avenue from Hopyard Road to Bernal Avenue will be paved next <br /> summer. As part of the mid-term CIP recently approved by City Council on June 21, <br /> 2016, $1,300,000 was budgeted to install recycled water pipeline in Valley Avenue <br /> from the Tennis and Community Center to Bernal Avenue before the Valley Avenue <br /> paving occurs. Since Bernal Avenue paving is scheduled to occur this August, a <br /> contract change order was written with Ranger Pipelines to install the recycled water <br /> pipeline across the Valley and Bernal intersection before the Bernal Avenue paving <br /> occurs. The total cost of this change order was $58,500 and was charged to the <br /> recently funded Valley Avenue Recycled Water Expansion project, CIP No. 16148. <br /> Because this pipeline is outside the location studied during the Loan and Grant <br /> application process, it is not an eligible expense to the Loan and Grant. <br /> The remaining $558,000 in change orders that are eligible for Loan and Grant <br /> reimbursement were associated with changes made during the construction due to the <br /> discovery of existing utility conflicts and other issues with the recycled water pipeline <br /> installation. When issues were discovered it was necessary to install the proposed <br /> pipeline deeper, design a new pipeline alignment, or relocate the existing conflicting utility. <br /> Since the project installed almost 10 miles of pipeline, with a very fast-tracked design <br /> process because of the drought, these conflicts were discovered fairly regularly. <br /> Full Lane Paving Determined Ineligible for Loan and Grant Reimbursement <br /> Since this project included almost 10 miles of pipeline installation mostly located within <br /> Hacienda Business Park (HBP), the roadway repair as designed required a full width of <br /> paving instead of a standard trench patch. The project plans and specifications were <br /> submitted to the SWRCB staff for approval before being advertised for construction bid. <br /> After the bids were received and the actual cost of the project was known, the SWRCB <br /> finalized the Loan and Grant documents. The finalized Loan and Grant documents were <br /> based upon the low bid that included the cost of the full lane width paving. <br /> When reviewing the finalized Loan and Grant documents it was noted by City staff that <br /> the documents specifically excluded any paving of the roadway beyond the standard <br /> patching of the trench. Since the total dollar amount of the Loan and Grant in the final <br /> documents included the $600,000 for paving as designed, City staff questioned the <br /> SWRCB staff about the exclusion. SWRCB confirmed that paving beyond the standard <br /> trench patch would not be an eligible expense. But SWRCB staff also informed the City <br /> that the funds could be utilized for additional recycled water infrastructure provided the <br /> work is eligible for Loan and Grant funding. <br /> Page 4 of 8 <br />
