pave court finish material to be scheduled for installation in late September - while it is <br /> still expected to be warm. If the material is installed in cooler weather, adhesion to the <br /> court's asphalt structural section could be an issue. The material could also become <br /> brittle from cooling too quickly, causing it to fail prematurely. If the City Council decides <br /> to proceed with the work as designed and bid, the work must begin immediately. If cool <br /> weather comes early this fall, it is possible that work on the court will be suspended again <br /> until warmer weather returns in the spring. Goodland Landscaping would remain <br /> responsible for the construction site over the winter suspension. This will result in <br /> additional expenses for Goodland that are not covered in the existing contract. If this <br /> occurs, staff anticipates Goodland would seek to have those costs reimbursed, pointing <br /> to the suspension of their work on July 25 as the reason they were not able to complete <br /> the work as shown on their submitted schedule, which anticipates the work to be <br /> completed by this fall. Again staff believes if suspension for the winter is necessary, <br /> Goodland would negotiate these costs in good faith. <br /> Consideration of Alternative Locations to Construct Tennis Courts <br /> In addition to the project as designed and bid, staff has prepared three different <br /> alternatives for the purpose of this discussion. The location as shown in the master plan <br /> is shown graphically in Attachment 1. The alternative locations are shown on <br /> Attachments 2, 3 and 4. Staff has not had the opportunity to evaluate in depth the details <br /> of these alternatives with respect to grading, utilities, impacts to existing irrigation, or <br /> required stormwater pollution prevention requirements, etc. However, staff has tried to <br /> identify the pros and cons of each alternative. Also, detailed cost estimates for each <br /> alternative have not been completed. However, the alternatives are listed according to <br /> their expected relative cost; Alternative One is likely the least expensive, Alternative <br /> Three the most expensive. City Council may direct staff to consider other alternatives as <br /> well. Please note that choosing an alternative location for the two additional tennis courts <br /> will require the Goodland Landscaping contract to be cancelled with the potential <br /> consequences discussed above. <br /> Page 5 of 8 <br />
