analysis of the City's parks, recreational facilities, and programs. The information was <br /> presented at a joint workshop of the City Council and Parks and Recreation Commission <br /> on February 24, 2014. The plan was modified in some areas based upon feedback <br /> received at the February meeting, and the final Master Plan was approved by the City <br /> Council in June 2014. <br /> 2014 Parks and Recreation Master Plan Recommendations <br /> The Parks and Recreation Master Plan's summary of findings identified a few current and <br /> future parks and recreation facility deficiencies. They included the following needs: a <br /> Community Center; two off-leash dog parks; a skateboard park; a lighted baseball field; <br /> a recreational swimming pool; lighted, synthetic turf multi-purpose sport fields; and six <br /> lighted tennis courts. Along with identifying these items, the Parks and Recreation Master <br /> Plan also identified possible locations for each needed facility. One of the <br /> recommendations was to follow the 1985 and 1995 Tennis and Community Park Master <br /> Plan and construct the two final tennis courts as planned. <br /> 2015 Capital Improvement Project Budget Includes Funds for Two Tennis Courts <br /> In 2015, the City Council adopted their two year work plan and CIP budget which included; <br /> the implementation of the initial/administration phase of the Pioneer Cemetery's Master <br /> Plan; the final design and construction of the off-leash dog park on the Bernal Property; <br /> tree planting along the Marilyn Murphy Kane Trail; the construction of Phase II of the <br /> Bernal Community Park; the master plan process of the Civic Center/Library/Community <br /> Center; and the construction of the two lighted tennis courts at the Tennis and Community <br /> Park. <br /> 2016 Design. Bid, Council Award of Tennis Court Construction Contract <br /> On January 6, 2016, staff advertised a request for qualifications (RFQ) seeking a design <br /> consultant interested in working with the City on the design of the courts. Four landscape <br /> architectural firms (along with their assembled subconsultant teams) submitted their <br /> Statement of Qualifications (SOQs). Callander Associates Landscape Architecture, Inc. <br /> was chosen as the most qualified consultant and City Council approved their contract on <br /> March 4, 2016. <br /> Plans and specifications for the courts were completed and on May 25, 2016 the Two <br /> New Lighted Tennis Courts at the Tennis and Community Park project was advertised for <br /> construction bid, with bids due on June 13, 2016. On June 21, 2016 City Council <br /> accepted staff's recommendation and awarded the construction contract to Goodland <br /> Landscape in the low bid amount of $494,353. <br /> Recent Activities <br /> After completing all required contract paperwork and assembling a schedule to purchase <br /> and receive equipment and material, along with the field construction schedule, it was <br /> determined that the actual field work would start on July 25, 2016. Consequently, on <br /> July 19, City Engineering staff mailed construction notices to all residences within 500- <br /> feet of the Tennis and Community Park.
