Staff has attempted to control these costs by clearly informing the contractor to <br /> suspend all work on July 25, 2016 until further notice. If Council decides to build the <br /> courts in an alternative location, the cost to design the new bid package and other costs <br /> associated with the new location may increase the cost of adding two more courts to the <br /> Tennis and Community Park. Details of alternative location costs will be determined in <br /> the coming months. <br /> BACKGROUND <br /> 1985 Tennis and Community Park Master Plan <br /> The Tennis and Community Park was originally master planned by Heacox, Crutcher & <br /> Associates in 1985 and included 12 lighted tennis courts, an administration facility, a <br /> separate restroom facility, volleyball courts, playground and parking areas. <br /> The first phase was constructed in 1986 and included five tennis courts, a modest modular <br /> administration facility with restrooms, four volleyball courts, a "temporary children's play <br /> area", and 46 parking spaces. The remaining two phases were planned to be constructed <br /> immediately following the first phase, but due to other City priorities competing for limited <br /> funding, the next phases were delayed. <br /> 1995 Tennis and Community Park Master Plan <br /> In 1995 with the assistance of Singer & Hodges, the City updated the Tennis and <br /> Community Park master plan. As a result of the planning effort, five additional tennis <br /> courts, two basketball courts, the current administration building, 62 more parking spaces <br /> (including four ADA accessible spaces), and the current playground area were <br /> constructed in 1996. (The play equipment in the playground area was replaced in 2014). <br /> The remaining two components of the 1985 and 1995 Master Plan (the final two tennis <br /> courts and a new restroom facility) were not constructed in 1996 due to budget concerns. <br /> There was discussion during the 1994 planning process about the need for the last two <br /> courts, and ultimately the full courts were removed from the plan due to budgetary <br /> concerns. However, the plan included two half tennis courts with ball walls and handball <br /> courts in the location of the proposed tennis courts. The master plan assumed these to <br /> be constructed at a future time based upon the availability of funding. <br /> 2011 City Council Work Plan Prioritizes Need for Parks and Recreation Master Plan <br /> In 2011, the City Council adopted its annual work plan for FY 2011/12 which included the <br /> development of a comprehensive, city-wide Parks and Recreation Master Plan. The <br /> Master Plan's purpose was to provide a framework for directing City resources towards <br /> parks, facilities and programs, and for addressing future community recreational needs <br /> over the next ten years. <br /> In 2012, the Parks and Recreation Master Plan Steering Committee and staff began <br /> working with RJM Design Group, Inc. to develop the Master Plan. The two year process <br /> included; three community workshops, a community-wide telephone survey, a survey of <br /> community based non-profit organizations (art, civic, service, and sports), and a complete <br /> Page 2 of 8 <br />
