Assistant to the City Manager Becky Hopkins provided a brief overview of the cemetery's past, current conditions and future plans. Staff addressed operations and implementation measures for the Master Plan. It was noted there will be interdependence from the General Fund for the cemetery and any future site development and therefore, there is a recommendation for the allocation of a$500,000 loan from the General Plan for the Cemetery Master Plan. This would allow the City to begin projects without waiting to amass revenue over a period of time to fund different projects. Ms. Hopkins addressed administrative tasks, the cemetery management software program, an RFP and the desired vendor for same, upgrades, having the Parks and Recreation provide oversight to cemetery operations, changes to the contracts, service delivery, and other recommendations. Mayor Thorne noted that the actual total price would be over $4.5 million. He requested a timeline for completion and staff indicated that the information is not currently available. The Parks and Recreation Commission will help to identify the phases of the Master Plan and priorities. Upgrades will be made, over time, based upon available revenue. Discussion followed regarding an interest in the public to complete the various phases as quickly as possible, establishing priorities, available options to fund the projects, the cemetery business plan and approach, costs, expected revenue, other projects addressed in the Master Plan, the need to subsidize the cemetery to fund its operation and maintenance and an annual review and comparison of other cemeteries. Landscape Architect Matthew Gruber provided an overview of related projects including the Veterans' Memorial and reported an action for Council at this time would be approval of a construction contract. He addressed the bronze statue and pillars, the artist, delivery of the statue, and the expected grand opening on Veterans Day of this year. Additionally, he reported on a related, minor clean-up project as well as a roadway and staging area for maintenance of the cemetery. He described the tasks involved in the various phases of the project. Staff summarized the recommendations as listed in the report and stated that the Parks and Recreation Commission role would be similar to what was established with the golf course. Mayor Thorne opened the item for public comment. Frank Capilla reported that the income on the cemetery has been minimal because of its current condition. He stated that the money must be spent, up front, to get it presentable, and the income will come in. He encouraged Council to invest the money to fix and finish it. Jack Bras stated that the Chamber sound system needs improvement. Additionally, he urged Council to move the cemetery project, forward, as soon as possible. Doug Miller agreed with the previous two speakers and addressed the Veterans' Memorial project. He recognized members of the committee that worked on the project and thanked City staff for their hard work. He indicated that yesterday was a significant day, D-Day, and recognized Sergeant Joseph Peters, U.S. Army and a resident of Pleasanton, who was mortally wounded when he stormed the beach at Normandy. Mayor Thorne closed public comment.
