Update on drought and recommendation for 2016 Water Conservation Plan and adoption of the <br /> Urgency Ordinance to amend Municipal Code Chapter 9.30 to rename as "Water Management <br /> Plan" and add definition of low water user, amend process for excess use penalty suspension and <br /> modify water use restrictions <br /> Director of Operations Services Kathleen Yurchak presented an update on the drought and the City's <br /> water-conservation efforts addressing local and state rainfall and conditions, snowpack, that status of <br /> local reservoirs and the ground-water basin. She noted that the State is not over drought conditions and <br /> stressed the importance of continued water conservation. The State is asking water agencies to do a <br /> self-assessment and staff is working to complete it and submit it by the June 22 deadline. <br /> Ms. Yurchak addressed low-water users, water conservation and actions by staff to communicate the <br /> importance of water conservation, and highlighted items required by the State. <br /> Discussion followed regarding identifying low-water users, community outreach efforts, continuing to <br /> offer rebate programs and resources, discontinuing trucking of water, recycled water and increased <br /> collaboration between agencies. <br /> Mayor Thorne noted that there was no speaker to address this item. <br /> MOTION: It was m/s by Narum/Brown to approve the 2016 Water Conservation Plan and waive full <br /> reading and adopt Urgency Ordinance No. 2148 to amend Municipal Code Chapter 9.30 to rename as <br /> "Water Management Plan" and add definition of low water user, amend the process for excess use <br /> penalty suspension and modify water use restrictions. Consider approval of a contract with Delta Engineering Sales, LLC in the amount of $7,181,782 <br /> for the design, procurement and installation of the City-owned portion of the Automated Metering <br /> Infrastructure (AMI) system <br /> Director of Operations Services Kathleen Yurchak introduced the item and addressed background, <br /> evolution in technology, prior pilot tests on different systems and vendors, and funding through CIP <br /> funding sources. A video regarding the AMI system was displayed. <br /> Assistant Director of Operation Services Leonard Olive provided a recap of the main project <br /> components.
