Councilmember Brown explained that there are State guidelines setting maximum enrollment limits and <br /> commented on the actual enrollment at specific schools being higher than the maximum. She <br /> wondered at what point the school district looks at adding facilities. <br /> It was noted that the matter at hand is to discuss projections and not policy items. Ms. Ochoa stated <br /> she would be happy to discuss policies at a joint liaison meeting in the future. <br /> Councilmember Brown stressed the importance of working as a team to provide the best education for <br /> the City's students. <br /> Discussion followed regarding the General Plan and the possibility of needing to change it to <br /> incorporate the new data. <br /> Mayor Thorne opened the item for public comment. <br /> Sandy Yamaoda referenced the school population projections and stated it seems that there is no <br /> intent to keep the enrollment levels consistent with the General Plan or the California Department of <br /> Education maximum enrollment recommendations. She listed the enrollment of various City schools, <br /> which are above the recommended numbers, and stated she does not see much attention given to <br /> families that move into previously occupied homes with children from first grade and up. She noted that <br /> baby boomers are moving out and selling to families and commented on the disadvantages of very <br /> large schools including their impersonal character. Ms. Yamaoda suggested staying consistent with the <br /> enrollment numbers recommended in the guidelines and looking at projections as an educated estimate <br /> when considering future home developments. <br /> Mayor Thome closed public comment <br /> MEETING OPEN TO THE PUBLIC -continued <br /> Mayor Thorne re-opened public comments. <br /> Frank Berlogar thanked Council for considering his project tonight and asked that Council approve it. <br /> Mayor Thorne reported that the project was already approved. <br /> Steve Thomas, representing a group of veterans who meet downtown, expressed concerns about <br /> people who continually call the police on them. He alleged they have been verbally attacked by several <br /> business owners in the area and reported they are law-abiding citizens. He added that he does not <br /> want predatory businesses in his city. <br /> Mayor Thome closed public comments. <br /> 19. Pleasanton Pioneer Cemetery <br /> a. Approve plans and specifications, review bids, and award construction contract to Goodland <br /> Landscaping, Inc. in the amount of $390,000 for the Pioneer Cemetery and Veterans <br /> Memorial Improvements project, CIP No. 158008 <br /> b. Approve an amendment to the contract with Catholic Funeral and Cemetery Services; a <br /> professional services agreement for Cemetery Management and Sales and Burial <br /> Coordination with Graham Hitch Mortuary; an allocation of a $500,000 loan from the <br /> General Fund to the Cemetery Master Plan Implementation Reserve Fund; and designate <br /> the Parks and Recreation Commission as the primary advisory body for cemetery operation <br /> City Council Minutes Page 4 of 7 June 7,2016 <br />
