MEETING OPEN TO THE PUBLIC <br /> 17. Public Comment - None <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 18. Presentation of the Pleasanton Unified School District Demographers Report <br /> Micaela Ochoa Substitute Assistant Superintendent, Pleasanton Unified School District, introduced and <br /> deferred to Isaac Johnson from Davis Demographics for a report. <br /> Mr. Johnson provided details of the report addressing projections, changes in development, basis of <br /> projections, description of the data collection process, and trends. <br /> Council Member Narum noted that the number of students enrolled is greater than the birth rate and <br /> Mr. Johnson stated that there is still a relationship between the two and therefore, they have not seen a <br /> need to change the methodology. <br /> Council Member Brown commented on the cost of living in the City and children being a little more <br /> mature when moving into the City. Mr. Johnson stated that home values have increased and usually, <br /> homebuyers in Pleasanton are established, with more buying power and older children. <br /> Mr. Johnson addressed the City's future development, how various projections were developed, <br /> periods of growth and decline, middle school and high school population projections and the need to <br /> monitor specific demographics and developments. <br /> Mayor Thorne commented on the recent passing of legislation, "By Right Construction" and on <br /> Regional Housing Needs Allocations (RHNA) and asked whether RHNA numbers were included in the <br /> analysis. <br /> Mr. Johnson responded affirmatively and provided examples of where RHNA numbers were taken into <br /> account. <br /> Mayor Thome noted this is a 10-year plan and reported that in 2022 there will be a substantial change <br /> in RHNA. He suggested the need to think about that in the future. <br /> Councilmember Narum asked regarding the occupancy of the St. Anton apartments and Mr. Johnson <br /> indicated the building was not occupied when data collection took place. He also addressed the <br /> expected number of students in elementary schools. <br /> Discussion followed regarding current and projected limits in enrollment and the need for additional <br /> facilities in the future. <br /> Ms. Ochoa reported that loading schools and classes is a policy decision and that at this point, current <br /> facilities are able to accommodate students. She stated that when enrollment is up, they add portable <br /> classes but they haven't needed to do that in several years. She added that enrollment projections are <br /> done on a yearly basis but that information is available year-by-year as well. <br /> It was noted that constituents have claimed that the information in previous demographer reports have <br /> been incorrect and Mr. Johnson addressed the margin of error in previous reports. <br /> As far as going over maximum enrollment figures, Ms. Ochoa stated that they are not in violation of any <br /> education code. <br /> City Council Minutes Page 3 of 7 June 7,2016 <br />
