directives, recommendations, and guidelines from the existing and currently underway <br />planning documents that affect Downtown. <br />As with other similar efforts, a Task Force or Technical Advisory Committee is expected <br />to oversee and assist with the DSP Update. Based on past experience and informal <br />consultation with other agencies and consultants that have recently undertaken <br />downtown plan updates, staff recommends the creation of a small Task Force or <br />Technical Advisory Committee with past experience on major land use /design planning <br />projects to reach consensus on major planning issues and provide direction on key <br />technical questions. Staff believes that an experienced and nimble Task Force/Technical <br />Advisory Committee will best be able to respond to and strategize on the complex and <br />nuanced policy questions that will require resolution as part of the DSP Update. <br />Representatives on the Task Force/Technical Advisory Committee could be from: City <br />Council (2 members), Planning Commission (2 members), Pleasanton Downtown <br />Association (1 member), Economic Vitality Committee (1 member), and at -large <br />representatives (3 to 5 members, appointed by City Council). <br />Staff believes that focused professional assistance will be desirable to achieve the <br />following objectives: <br />• Engage a wider cross - section of the community to provide input on the plan in the <br />form of charrettes, social media- or web -based outreach, or other innovative <br />means; <br />• Refine the design concepts in the DSP, in recognition of the fact that the quality of <br />the built environment is paramount in Downtown; <br />• Integrate imagery and data -rich graphics into the DSP that can capture the <br />community's imagination and long -term vision for the area; and <br />• Provide technical analysis in the areas of roadway planning and economic <br />analysis that will be necessary to create a realistic and implementable plan. <br />Staff has drafted the attached RFP for City Council review in advance of releasing it. The <br />RFP emphasizes community outreach and design as primary deliverables, but also <br />includes the scope identified below. <br />Community Outreach <br />• Spearhead a broad -based community outreach effort to include a range of key age <br />and interest groups, identify various meeting locations and recommend proven <br />methods to contact community groups. Public outreach could include a one or <br />two -day design charrette, and might include web and social media management <br />and presence on the City website, presentations or kiosks at locations such as the <br />farmers' market and the Pleasanton Downtown Association, and the preparation of <br />specially formatted publications. <br />Design <br />• Provide an image -rich design analysis, with the possibility of a design /height and <br />massing analysis and prepare vision graphics /illustrations for the entire Downtown. <br />Page 4 of 5 <br />
