• Evaluate the role of office, commercial and residential uses, and evaluate the <br />effectiveness and validity of residential height limitations within the DSP area. <br />Land Use and Economic Vitality <br />• Evaluate and provide recommendations regarding the strengths, weaknesses, <br />opportunities and competitive challenges for retail and mixed uses in the DSP <br />area. <br />• Evaluate current DSP provisions related to permitted and conditionally permitted <br />land uses, particularly those on the first floor along Main Street. <br />• Evaluate whether additional infill housing, including second units, could be <br />accommodated in the DSP area while protecting and enhancing the character of <br />Downtown. <br />Transportation, Vehicular, Pedestrian, and Bicycle Recommendations <br />• Evaluate recommendations contained in the draft Parking Strategy and Bicycle <br />and Pedestrian Master Plan Update, and provide additional recommendations <br />related primarily to pedestrian and bicycle circulation, as well as vehicular mobility. <br />• Evaluate current parking standards applicable to the downtown in conjunction with <br />recommendations contained in the Parking Strategy. <br />• Evaluate existing policies related to parking and evaluate expected future growth <br />within the Downtown and associated potential impact on parking demand. <br />Other <br />• Make recommendations to reconcile existing discrepancies between policy <br />documents applicable to Downtown Pleasanton, and incorporate policy directives <br />identified in documents not currently referenced in the DSP, including those <br />currently underway. <br />CONCLUSION <br />Staff is requesting City Council to review and provide feedback on the draft RFP, and <br />direct staff to initiate the update to the DSP. <br />Submitted by: <br />Gerry Beaudin <br />Director of Community Development <br />Fiscal Review: Approved by: <br />Tina'Olson Nelson Fialho <br />Director of Finance City Manager <br />Attachments: <br />1.
