ALH Urban & Regional Economics <br />operations services, community services, library, police, and fire. ALH Economics will also determine <br />the City's increment of costs required to implement the traffic and transportation improvements <br />identified for the Project in the Draft SEIR. In conducting this task, ALH Economics will benefit from the <br />assistance of a City liaison who can identify the appropriate departmental representatives to contact <br />and to introduce them to the study, our firm, and the need for their cooperation. <br />Task 2.2. Report Preparation. The results of this task will be included as a chapter in the report <br />presenting the urban decay analysis. <br />Task 3: Public Process <br />Task 3.1. Response to Public Comments. After the close of the public review and comment period <br />for the Draft SEIR, ALH Economics will review relevant public comments addressing economic impacts <br />that could lead to physical changes in the environment. ALH Economics will provide written responses <br />to those comments directly pertaining to the report and relevant findings. The budget estimate <br />assumes approximately 10 hours of staff time will be required to respond to comments. <br />Task 3.2. Public Hearing Attendance. ALH Economics will attend public hearings relevant to the <br />Project, assuming ALH Economics hos no prior conflicts associated with the meeting dotes. Other <br />provisions moy need to be mode if such conflicts occur. For the public hearings, ALH Economics will <br />prepare a presentation about the study if necessary, or simply be available to answer questions should <br />any arise relevant to the urban decay analysis. The budget estimate assumes attendance at up to two <br />public hearings, with each meeting lasting for on average duration of five hours. <br />The budget for this task does not include the preparation of any written responses to documents <br />submitted in opposition to the Project following the Task 3.1. Response to Public Comments. Any time <br />commitment required to respond to materials submitted during the public hearing process will require <br />additional fees. <br />TIMEFRAME AND PROFESSIONAL FEES <br />We estimate thot a Task 1 droft report of the urban decay findings can be completed within <br />approximately 8 to 10 weeks from our receipt of your written authorization to proceed, assuming that <br />the information and data needed from Project team members are readily available. If amenable to <br />ESA and the City of Pleasanton, the Task 2 work will be completed coincident with ESA and City review <br />of the Task 1 findings, with the findings integrated into the full report thereafter. Alternatively, ALH <br />Economics can package these task findings in o separate report if deemed desirable by ESA and the <br />City of Pleasanton. If data provided by Project team members change during the course of the Project, <br />these factors will be included in the analysis. However, this could delay report completion and result in <br />extra professional fees. <br />Our fee for these services will be based upon our actual time expended, billed at our current hourly <br />rotes. This rate is $240 for Amy L. Herman, Principal of ALH Urban 8 Regional Economics. More <br />junior level staff will be billed at a lower hourly rate, ronging from $115 to $125 per hour. <br />Based upon our current understanding of the engagement, we anticipate the fees to be distributed as <br />follows: <br />PAGE 8 <br />
