Mr. Mike Tassano
November 4, 2015
SCOPE OF WORK
FEHR''PEERS
Task 1— Prefirnfnacy Engineering
Using available aerial mapping, any available topographic mapping, and the preliminary interchange
design concept prepared by Fehr & Peers, MTCo will develop up to two (2) geometric alternatives for
vehicular roadway improvements along Stoneridge Drive and on the westbound to northbound 1 -680
on -ramp, MTCo will develop a minimal design alternative which will minimize cost and impacts and
will require Cattrans approval of design exceptions, including ramp metering exceptions. MTCo will
also prepare an alternative that meets all feasible design standards including ramp metering for 2
mixed flow lanes and HOV bypass, which is the current Caltrans requirement
Using available data from the JEDZ transportation impact study, Fehr & Peers will estimate ramp
metering queues to inform the design. As part of this task MTCo will identify the need for and
feasibility of widening the bridge. Ramp modifications will be designed to avoid shifting the ramp
gore -point north if possible, recognizing the potential adverse impacts such a ramp modification
would have to mainline I -680 operations due to the proximity of the 1-580/I -680 interchange.
MTCo will prepare geometric layouts at 1' = 50' scale on readily available open source orthorectified
aerial mapping. MTCo will prepare horizontal layout and prepare typical cross sections. This scope
assumes widening only and no changes to roadway or ramp profile.
In addition to the vehicular roadway design alternatives. MTCo and Fehr & Peers wilt work with the
City to develop up to three bicycle route alternatives (Class! and Class 11), considering guidance in the
rTE publication Recommended Design Guidelines to Accommodate Pedestrians and Bicycles at
Interchanges (April 2014). guidance from the City's Bicycle Master Plan (update currently underway),
and our understanding of Caltrans complete streets and Highway Design Manual guidelines.
MTCo will prepare preliminary construction cost estimates for each of the alternatives based upon
Caltrans 6 -page format MTCo will include construction cost estimates for roadway, structural, right
of way and support costs for each roadway alternative. Cost estimates for bicycle route alternatives
will be prepared to identify the marginal cost of each altemative so that the selected bicycle route
may be added to the selected roadway alternative to understand the likely total project budget.
Deliverables
• Geometric Layouts (2 alternatives) at 1'=50' scale
• Bicycle Route Layouts (3 alternatives) at 1 " =50' scale
• Project Budget Estimates (Caltrans 6 -page format) 1 per alternative per above
