EXHIBIT A <br />FEHR4 PEERS <br />November 4, 2015 <br />Mike Tassano <br />Deputy Director of Public Works <br />Gty of Pleasanton <br />200 Old Bernal Avenue <br />Pleasanton, California 94566 <br />Re Proposal for Stonnidge Drive Interchange Planning and Design <br />Dear Mike <br />Fehr & Peers appreciates the opportunity to assist the City of Pleasanton in further developing design <br />concepts for the westbound Stoneridge Drive on -ramp to northbound Interstate 680. A significant <br />impact was identified at this interchange in the transportation impact analysis for the Johnson Drive <br />Economic Development Zone (JEDZ) project. A conceptual design plan was prepared in support of <br />the Environmental Impact Report process, but a more detailed design and cost estimate is needed for <br />coordination with Caltrans. <br />For this project, Mark Thomas & Company, Inc. (MTCo) will lead the effort to develop two design <br />alternatives, including a minimal design option that will hkely require design exceptions, and will lead <br />coordination efforts with Caltrans staff. Detailed costs estimates for each alternative will also be <br />prepared to identify the necessary Caltrans process to follow for this improvement: <br />• Standard Encroachment Permit (locally funded projects <S1M) <br />• Streamlined PEER Process (locally funded, non-controversial projects $1M <Project <S3M) <br />• Full Caltrans Project Development Process (all other projects). <br />Based upon an initial review of the likely improvements. it appears that the project will be a candidate <br />for the Streamlined PEER process however, depending upon the full extent of the improvements. the <br />full Caltrans Project Development Process may also be required. This project also requires attention <br />to bicycle facility design within the project limits along Stoneridge Drive. The interchange ramp <br />design presents several challenges to traditional interchange bicycle design treatments, notably <br />squaring of ramp termini. To this end, developing safe, convenient bicycle and pedestrian routing <br />through the interchange is an important goal of the project. <br />The following outlines specific tasks that MTCo and Fehr & Peers will undertake through this process. <br />100 Pringle Avenue I Suite 6001 Walnut Creek.
