EXHIBIT A FEHR4 PEERS November 4, 2015 Mike Tassano Deputy Director of Public Works Gty of Pleasanton 200 Old Bernal Avenue Pleasanton, California 94566 Re Proposal for Stonnidge Drive Interchange Planning and Design Dear Mike Fehr & Peers appreciates the opportunity to assist the City of Pleasanton in further developing design concepts for the westbound Stoneridge Drive on -ramp to northbound Interstate 680. A significant impact was identified at this interchange in the transportation impact analysis for the Johnson Drive Economic Development Zone (JEDZ) project. A conceptual design plan was prepared in support of the Environmental Impact Report process, but a more detailed design and cost estimate is needed for coordination with Caltrans. For this project, Mark Thomas & Company, Inc. (MTCo) will lead the effort to develop two design alternatives, including a minimal design option that will hkely require design exceptions, and will lead coordination efforts with Caltrans staff. Detailed costs estimates for each alternative will also be prepared to identify the necessary Caltrans process to follow for this improvement: • Standard Encroachment Permit (locally funded projects <S1M) • Streamlined PEER Process (locally funded, non-controversial projects $1M <Project <S3M) • Full Caltrans Project Development Process (all other projects). Based upon an initial review of the likely improvements. it appears that the project will be a candidate for the Streamlined PEER process however, depending upon the full extent of the improvements. the full Caltrans Project Development Process may also be required. This project also requires attention to bicycle facility design within the project limits along Stoneridge Drive. The interchange ramp design presents several challenges to traditional interchange bicycle design treatments, notably squaring of ramp termini. To this end, developing safe, convenient bicycle and pedestrian routing through the interchange is an important goal of the project.
