FEHR'j'PEERS <br />Task 4 — Congestion Management Agency Assessment <br />A separate analysis of regional roadways is recommended to comply with requirements of the Alameda <br />County Transportation Commission (ACTC). The ACTC requires the analysis of project impacts on <br />Metropolitan Transportation System (MTS) roadways for development projects that would generate more <br />than 100 PM peak hour trips. The ACTC requires that the baseline forecasts be represented by the model <br />run completed by the ACTC. Fehr & Peers proposes to add the project - related traffic directly to the <br />baseline forecasts and compare the net change as a percentage of total traffic. The ACTC model is based <br />on the 2020 and 2035 forecast years. It will be used to evaluate segments on the following roadways in <br />the City: 1 -680, 1 -580, Stoneridge Drive, Las Positas Road, Foothill Road, and Hopyard Road. Conditions <br />with the project will also be analyzed. <br />Task 5 — Project Alternative <br />We will calculate the trip generating potential of three land use alternatives and qualitatively compare the <br />level of trip generation that of the preferred alternative to draw conclusions regarding the relative impact <br />of a project alternative to the preferred alternative. <br />Task 6 — Documentation <br />We will prepare the following documents: <br />Draft Technical Memorandum <br />• Final Technical Memorandum <br />• Response to comments on the Draft EIR <br />This scope of work assumes that only minor editorial comments are received on the Draft Technical <br />Memorandum. We budgeted 12 staff hours to prepare the final report, which will then be incorporated <br />into the EIR by others on the team. As the number of comments on the Draft EIR is unknown, we have <br />budgeted 8 hours to prepare responses to comments. A budget amendment may be necessary if the <br />number of comments and the level of complexity exceed 8 hours of effort. <br />MEETINGS <br />This scope of work assumes attendance at one staff level meeting and one public hearing. We will be <br />available to attend additional meetings on a time - and - materials basis. <br />
