Commissioner Hott le felt the Commission needed to have further discussions about this being <br /> a temporary parking area. He felt this will become a good amenity for the City of Pleasanton <br /> and parking will be full and stated that he could not approve the MOU as being presented. He <br /> discussed the proposed Foothill Road pedestrian crossing and whether HOA's in the area <br /> would be willing to help pay for having the connection to the trail. Mr. Dolan discussed access <br /> from Foothill to Old Foothill Roads and the location of a crosswalk because of fast traffic in the <br /> area. <br /> Chairperson Wahl asked: 1) about the size of concrete paving in the toilet area and better toilet <br /> designs, 2) heavy weekend traffic in the area, 3) and consideration for placing toilets and <br /> additional parking on the Austin property. Mr. Dolan advised that relocating toilets would <br /> require rerouting of a portion of the trail and gravel parking on the Austin property could be <br /> provided as an interim solution. <br /> Chairperson Wahl discussed with Mr. Dolan the 5-year time frame for completing the Garms <br /> staging and EBRPD's budget requirements to do this. <br /> Commissioner Streng was advised by Mr. Dolan that there are 24 parking spaces at the <br /> Augustin-Bernal area. <br /> Chairperson Wahl opened the meeting for public comment at 8:25 p.m. <br /> Larry Messa — discussed: 1) concerns with access to the area, 2) felt that a traffic light would <br /> need to be installed on Foothill Road not a pedestrian crosswalk, 3) was opposed to parking in <br /> the triangle area on the plan, 4) felt the restroom design was too rustic for the area, 5) <br /> suggested moving the toilet building closer to the Alviso Adobe, and 6) commented on <br /> seasonal water in the creek area that might require making some modifications. <br /> Kurt Kummer — discussed his involvement with Friends of the Alviso Adobe, the Parks and <br /> Recreation Commission, and the Bicycle, Pedestrian and Trails Committee. He noted that <br /> when creating the Alviso Adobe Community Park the intent was not to provide parking for <br /> EBRPD. Mr. Kummer provided information about discussions he had had with the City of <br /> Pleasanton's former Landscape Architect, Mike Fulford, He felt the City should be a good <br /> neighbor to the people living in the area and asked Commissioners to vote 'No' on this MOU, <br /> or delay the matter until further considered. Mr. Kummer noted that there was never any intent <br /> to turn Old Foothill Road into a parking lot. <br /> Dolores Bengtson — thanked the staff and Commission and indicated she was an advocate for <br /> the Adobe. Her comments included the following: 1) the MOU is not good at this time and <br /> impacts and actions have not been considered or reviewed, 2) EBRPD has had possession of <br /> the Garms property for over 20 years, and only since City staff has demanded its completion <br /> have they taken any steps, 3) information about the Alviso Adobe Community Park Strategic <br /> Plan and its Guiding Principles, 4) the Master and Strategic Plans for the Adobe speak to <br /> desire for the site to reflect a rural setting, 5) proposed multi-use of the trail and the hours of <br /> operation, 6) the need for a safe pedestrian crossing on Foothill Road, 7) impacts of the MOU <br /> Parks and Recreation Commission <br /> April 14, 2016 <br /> Page 5 <br />
