Staff provided the following answers to Commissioner Bowers questions: 1) a pedestrian <br /> crossing would likely include a flashing light with button, but Engineering would make final <br /> determination, 2) information about the type of toilet being considered and the inclusion of <br /> running water for the area, 3) no answer, 4) the City of Pleasanton will have the ability to take <br /> action if EBRPD does not complete the Garms Staging area based on wording within the <br /> MOU, 5) funding for the project will require confirmation from the EBRPD Board, 6) The City <br /> would pay for additional parking, and 7) the Ordinance 38 refers to hours of operation for the <br /> trail. <br /> Commissioner Fields discussed with Mr. Kirkpatrick the proposal to turn Old Foothill Road into <br /> one-way south and how the ditch on one side of the road would be accommodated. He <br /> advised that by doing this would allow for providing parking and the ditch would not be <br /> problematic. <br /> Commissioner Fields stated that she understood that this was to be a temporary staging area <br /> until the Garms Staging area was completed. She also questioned whether parking in the area <br /> would affect Parks and Recreation events at the Adobe. Mr. Dolan felt the trail would likely <br /> become less used once the Garms Staging area was completed. He also felt the additional <br /> parking would be a plus for events held at the Alviso Adobe. <br /> Commissioner Fields further discussed the height of wild grasses in this area and felt <br /> something would need to be done to help ease traffic out onto Foothill Road. <br /> Commissioner Streng indicated he had raised most of his questions at the Bicycle, Pedestrian <br /> and Trails Committee meeting, but questioned whether EBRPD had provided any information <br /> regarding anticipated usage of this trail. Mr. Dolan advised that EBRPD anticipates this will <br /> become a popular trail, but has not provided a formula for its use. Commissioner Streng felt <br /> the trail would cut back usage of the Augustin-Bernal Staging Area. <br /> Commissioner Lambert was informed by Mr. Kirkpatrick that it has been determined that a fire <br /> truck or van would not have a problem accessing the area. <br /> Commissioner Hott le felt that during original discussions the intent for this area was to put <br /> parking on the Austin property and questioned whether input from those discussions had been <br /> considered. He did not like that the proposal would mean people living in the area would be <br /> required to drive through a parking area when leaving. <br /> Mr. Dolan commented on original dialog discussions regarding the Austin property that would <br /> require additional environmental and grading and not provide as many parking space. <br /> Commissioner Hottle asked about the possibility of providing parking on the south portion of <br /> the Austin property, He felt that this will become a permanent trail location for EBRPD and <br /> thought that parking should be put in the right location.
