recommends converting Old Foothill Road to a southbound, single lane one-way street with <br /> parallel parking. He reviewed a design of the area advising that this design would require <br /> making improvements to the intersection of Foothill and Old Foothill Roads so a de- <br /> acceleration lane could be provided, and would allow for providing additional handicap parking <br /> spaces and a drop-off area to serve the Alviso Adobe. Mr. Dolan noted that EBRPD would be <br /> adding a vault toilet in the vicinity of the trail staging area entrance. <br /> During a PowerPoint presentation Mr. Dolan pointed out locations of the Alviso Adobe <br /> Community Park, the trail staging area, Old Foothill Road, the Messa and Segundo residences <br /> and the Austin property. He also pointed out the location of the Garms Staging area. Mr. <br /> Dolan discussed the Old Foothill Road design plans and identified on the plan the parking and <br /> handicap parking areas, and the bus drop-off location. He also reviewed the EBRPD design <br /> plans for: 1) a precast concrete "double Cascadian with Chase" toilet building with roof top <br /> vents, 2) a paved area near the toilet building, 3) a drinking fountain, and 4) advised that <br /> EBRPD has agreed to pay for the installation of an automatic gate to provide privacy to the <br /> Segundo and Messa properties. Additionally, Mr. Dolan commented on the possibility of a <br /> pedestrian crosswalk being installed on Foothill Road in the area of the Alviso Adobe and the <br /> trail. <br /> Mr. Dolan reviewed with Commissioners the proposed Memorandum of Understanding <br /> advising that staff believes the terms of the proposed MOU are satisfactory, however some <br /> concerns have been raised by the Messas and Segundos, members of Friends of the Alviso <br /> Adobe, and the Weiglin family that resides in a home on Jerilyn Lane. <br /> Commissioners were advised by Mr. Dolan that Mr. Messa has concerns about the location of <br /> the trails and proposed bathroom facility and has questioned whether the bathroom facility is <br /> allowed by previous approvals of the Austin project. <br /> Mr. Dolan informed Commissioners that the Bicycle, Pedestrian and Trails Committee had <br /> considered the Draft MOU between the City of Pleasanton and EBRPD at their March 28, 2016 <br /> meeting and had questioned the bathroom location and why they were not being proposed on <br /> the Alviso Adobe Community Park site. The Committee was also sympathetic to concerns <br /> raised by the Messa and Segundo families, and had questions about horse trailers using up <br /> substantial portions of the proposed new parking spaces. <br /> Commissioner Abrishhamchian asked about the time-frame for installing a crosswalk on <br /> Foothill Road and whether parking on Old Foothill Road would restrict traffic on Foothill Road. <br /> Commissioner Bowers questioned: 1) what kind of pedestrian access was being considering <br /> for Foothill Road and commented on visibility and fast traffic in the area, 2) asked for additional <br /> information about a vault toilet, 3) indicated he liked the proposed location of the toilet building, <br /> 4) discussed the MOU language and what would happen should there be a breach by EBRPD <br /> in completing the Garms Staging area, 5) asked for confirmation about funding for the project <br /> and EBRPD's requirement to meet all schedules, 6) who would pay if it was determined <br /> additional parking was needed, and 7) information about EBRPD's Ordinance 38. <br /> Parks and Recreation Commission <br /> April 14, 2016 <br /> Page 3 <br />
