Public comment from e Audience re•ardin• items not listed on the a•enda <br /> Amanda Brown — informed Com • sioners that as a mother and local business owner and <br /> someone with a Masters Degre- in Environmental Science with PhD research in <br /> Environmental Toxicology, she was c• cerned about the use of pesticides in the City of <br /> Pleasanton Parks and school sites. Ms. :rown noted that cities everywhere are drastically <br /> reducing their use of pesticides in an effort • create a healthy environment. Bay area cities <br /> such as San Francisco, San Jose, Berkeley, -nd Richmond are taking steps to reduce all <br /> pesticides and are banning ones that are most to ' . <br /> Commissioners were advised that two primary obje 'ves should be examined. One is to <br /> reduce the overall use of pesticides, and the second to increase public awareness and <br /> information about where and when pesticides are being ap• 'ed in public areas. <br /> Ms. Brown advised Commissioners that one pesticide of sig • cant interest is Glyphosate, <br /> which is sold under the brand name Round Up. She urged the Ci of Pleasanton to examine <br /> all the pesticides that are being used and join the movement take • place to reduce toxic <br /> pesticides and to increase public awareness. <br /> Ms. Brown was advised by Commissioner Streng that because this ite was not on the <br /> agenda, the Commission could not take any action on the matter, but would •nsider later in <br /> the meeting whether it was something they would like to place on the agend for a future <br /> meeting. <br /> MATTERS BEFORE THE COMMISSION <br /> 4. Consideration of Memorandum of Understanding (MOW with East Bay Regional <br /> Park District (EBRPD) to allow conversion of Old Foothill Road to southbound <br /> one-way traffic to facilitate construction of public parking to serve the newly <br /> acquired Castleridge Trail. The trail provides a new public access point to <br /> Pleasanton Ridge immediately west of the Alviso Adobe Community Park. The <br /> MOU also obligates EBRPD to construct and open the planned Garms Staging <br /> Area off Foothill Road near West Las Positas within five years. <br /> Mr. Dolan reviewed with Commissioners details about the East Bay Regional Park Districts <br /> acquisition of the 231-acre Castleridge site in 2014 and the subsequent approach they made <br /> to the City of Pleasanton asking that the City consider providing parking near the Alviso Adobe <br /> that would service the nearby trail. He advised that staff from both EBRPD and the City spent <br /> considerable time over several months contemplating all aspects and proposed terms of a <br /> Memorandum of Understanding (MOU). They addressed any concerns that related to costs, <br /> operation impacts that would affect the Alviso Adobe Community Park, along with construction <br /> and timing issues regarding opening of the Garms Staging Area. <br /> Commissioners were advised by Mr. Dolan that the City's Engineering staff have determined <br /> that in order to provide the most parking in the area, approximately 45-spaces, that it <br /> Parks and Recreation Commission <br /> April 14, 2016 <br /> Page 2 <br />
