Cartleridge Trai!head Addendum <br /> 6.1 SUBSTANTIAL CHANGES TO PROJECT <br /> The currently proposed project would result in the modification of the existing circulation system <br /> and addition of parking along Old Foothill Road, the construction a new restroom, drinking <br /> fountain, and vehicle access, and an alternative access trail in a new easement across the City's <br /> open space area of the Austin Property that would link to trails extending into the Castleridge <br /> Property. As discussed above, these changes would not result in significant impacts other than <br /> those already identified in the 1S/MND, and would not require the implementation of new or <br /> significantly changed mitigation measures. Therefore, the proposed changes to the project are <br /> considered minor, and do not constitute a substantial change. <br /> 6.2 PROJECT CIRCUMSTANCES <br /> Since adoption of the IS/MND, conditions in and around the project site have not changed such that <br /> implementation of the project, inclusive of the proposed changes, would result in new significant <br /> environmental impacts, or a substantial increase in the severity of the environmental effects already <br /> identified in the IS/MND. Since adoption of the Meadowlark Development IS/MND, the Alviso <br /> Adobe Community Park opened to the public, but visitation of the park (and associated traffic, <br /> noise, and air pollution) would not make a substantial contribution to impacts generated by the <br /> proposed trailhead. No significant impacts were identified with the previous project, and the <br /> proposed changes would not result in any significant environmental impacts due to changed <br /> circumstances. <br /> 6.3 NEW INFORMATION <br /> No new information of substantial importance has been identified in regard to the project or to the <br /> project site such that the project, inclusive of proposed changes, would be expected to result in <br /> impacts not identified in the 1S/MND. The project-related mitigation measures of the Meadowlark <br /> Development were incorporated into the project's design or as conditions of approval such that <br /> there would be no significant or unmitigated environmental impact. The currently proposed project <br /> would be subject to these design standards. <br /> 7. CONCLUSION <br /> Currently proposed changes to the project represent a relatively small increase in development of <br /> the 30-acre Austin Property. The evaluation of project changes in this Addendum provides an <br /> adequate level of environmental review for the currently proposed changes. As discussed in this <br /> document, these changes would not result in new or more significant impacts beyond those already <br /> identified in the IS/MND. <br /> June 9, 2016 16 <br />
