DISCUSSION <br /> The following discussion addresses the proposed physical improvements, key issues in <br /> the development of the MOU, and the content of the MOU. (See Attachment 3 for the <br /> complete text of the MOU). <br /> Proposed Physical Improvements <br /> Circulation and Parking. City Engineering staff concluded that the best solution to <br /> provide a substantial amount of additional parking at a reasonable cost and minimal <br /> disturbance to the area is to convert Old Foothill Road to a southbound, single lane, <br /> one-way street, and use the "extra lane" to provide 45-50 parallel parking spaces and <br /> an adjacent decomposed granite walking path. A conceptual drawing of this approach <br /> is provided in Attachment 3, Exhibit A. The design would also provide some additional <br /> handicapped parking spaces and a drop off area to serve the Alviso Adobe. It would <br /> also require some improvements to the intersection of Old Foothill Road and Foothill <br /> Road to provide a de-acceleration lane and some resulting drainage infrastructure <br /> improvements. The City would retain the ability to reserve the parking spaces for use <br /> by special events at the Alviso Adobe Community Park, and to otherwise restrict the <br /> hours of use of the parking spaces. <br /> Relocated Access. The current easement providing access to the Castleridge Trail from <br /> Old Foothill Road is in the same location as the paved driveway to the Messa and <br /> Segundo Property. These neighbors have requested that an alternative access location <br /> to the trail be provided so that the general public does not use their driveway to access <br /> the trail. After exploring options where the trail-users were separated from the <br /> residential traffic within the existing easement, it was determined that an alternative <br /> access trail in a new easement across the City's Austin Property would be a better <br /> solution to keeping the public access and the access to the two residences separate. <br /> The proposed location of this new easement is shown in Attachment 3, Exhibit C. <br /> Restroom and Water Fountain. The installation of two vault toilets and a water fountain <br /> are also proposed to be located on the Austin Property near Foothill Road. The toilets <br /> would be similar to those located at the Foothill Staging Area. These facilities would be <br /> located approximately 25 feet from Old Foothill Road along the proposed new trail and <br /> could be partially blocked from view by strategically placed tree plantings. A water <br /> fountain for trail users and pets will also be provided near the restrooms at the trailhead. <br /> Attachment 3 provides more information about the proposed restrooms. <br /> The MOU <br /> The basic components of the agreement include the provision of a license to EBRPD to <br /> access the trail off of Old Foothill Road across the Austin property, the conversion of <br /> Old Foothill Road to one-way traffic and the construction of approximately 45-50 parking <br /> spaces to serve the trailhead (designed by the City and constructed by the District), and <br /> a commitment by the District to construct the Garms Staging area within 5 years. The <br /> agreement also addresses the necessary improvements to Old Foothill Road, the <br /> provision of a restroom and water at the trailhead, the provision of a gate on the existing <br /> driveway serving the adjacent Messa and Segundo properties, and provisions related to <br /> operations and maintenance responsibilities. <br /> Page 3 of 6 <br />
