Issues Raised <br /> While City and District staff are satisfied with the terms outlined in the MOU, some <br /> concerns have been expressed by various parties. The Messas and the Segundos <br /> have expressed opposition to the proposed location of the restroom on the Austin <br /> property. Dolores Bengston is concerned about enforcement of parking restrictions on <br /> Old Foothill Road during activities at the Adobe, and potential impacts to the Alviso <br /> Adobe Community Park by trail users, as well as the need for a pedestrian crossing of <br /> Foothill Road. The Bicycle Pedestrian and Trails Committee, while supporting the MOU, <br /> expressed some concern about the visibility of the bathrooms by the neighbors, the <br /> potential for traffic conflicts with residents of Jerlin Place, and potential problems <br /> created by parking horse trailers on Old Foothill Road. The Parks and Recreation <br /> Commission had similar concerns but also felt that the best location for the trailhead <br /> was in the far southern end of the Austen property near Jorgensen Lane. (See attached <br /> minutes). Each of these issues is discussed below: <br /> Location of Bathrooms. Some members of the Bicycle, Pedestrian and Trails <br /> Committee and others questioned the reasoning behind not locating the proposed <br /> bathrooms on the Alviso Adobe Community Park site. They felt that locating them <br /> within the Community Park would help draw visitors and would reduce visual impacts to <br /> the neighbors. However, the negatives related to such an arrangement would be 1) the <br /> cost of construction and maintenance of additional facilities on the City Park site (they <br /> would likely be connected to the sanitation system in the existing City facilities), and 2) <br /> the strategic plan for the Adobe does not envision the park providing facilities for a <br /> regional recreational amenity. Staff maintains that the visuals impact of the vault toilets <br /> as proposed could be minimized through the City's design review process with <br /> appropriate design and landscape screening. The Park and Recreation Commission felt <br /> more needed to be done to reduce the visual impacts of the bathrooms although they <br /> did not necessarily support relocating them to the Alviso Community Park. In response <br /> to this concern, EBRPD has also offered to plant up to 12 native oak trees around the <br /> proposed restrooms to reduce their visual impact. <br /> Traffic control at Old Foothill Road/Foothill Road/Jerlin Place. The Bicycle, Pedestrian <br /> and Trails Committee was sympathetic to the concern that the home (and two potential <br /> additional future homes) on the private driveway known as Jerlin Place would conflict <br /> with incoming traffic to Old Foothill Road when the Jerlin Place residents are exiting <br /> their private road onto Foothill Road. They believe these residents should be required <br /> to turn southbound on Old Foothill Road and exit onto Foothill Road at the southern end <br /> of Old Foothill Road. The Parks and Recreation Commission shared these concerns. <br /> The City Traffic Engineer does not believe that the quantity of conflicts will merit such a <br /> requirement. He also pointed out that such a change could be made by the City if it <br /> becomes a safety issue. <br /> Horse Trailers in Proposed New Parking Lots. The Bicycle, Pedestrian and Trails <br /> Committee was concerned that horse trailers could use up substantial portions of the <br /> proposed new parking spaces. Staff agrees with this concern and intends to prohibit <br /> horse trailer parking in the new spaces. <br /> Page 4 of 6 <br />
