FINANCIAL STATEMENT <br /> Implementation of the MOU will not result in any direct costs to the City as the <br /> improvements will be funded by EBRPD. However, some additional minor road <br /> maintenance costs and parking enforcement costs will be borne by the City. Potential <br /> construction of a Pedestrian Crossing of Foothill Road is estimated to cost <br /> approximately $80,000 but that project is independent from the MOU. <br /> BACKGROUND <br /> EBRPD acquired the 231-acre Castleridge Property in 2014 to increase the size of the <br /> public open space on the Pleasanton Ridge and provide an additional public access <br /> point to the ridge and its existing trail system. (See Attachment 1). The property has <br /> legal access from Foothill Road across an easement that also provides access to the <br /> Messa and Segundo residences located just above Old Foothill Road to the west of the <br /> Alviso Adobe Community Park. The easement currently contains a paved driveway <br /> serving the Messa and Segundo residences. Following the purchase of the property, <br /> EBRPD approached the City of Pleasanton to request that the City work with them to <br /> provide additional parking at the Alviso Adobe Community Park to serve the new <br /> trailhead. At the request of the City of Pleasanton/EBRPD Liaison Committee, City and <br /> EBRPD staff explored potential parking solutions and Pleasanton staff eventually <br /> designed the proposed parking solution that is the subject of the MOU. <br /> For the past several months, the respective staffs have negotiated the proposed terms <br /> of the MOU. Key concerns that guided these negotiations included cost, impact on the <br /> residences in the vicinity, operations of the trailhead facilities and parking, impacts on <br /> the operation of the Alviso Adobe Community Park, and the timing of this project relative <br /> to the construction and opening of the Garms Staging Area planned to be located along <br /> Foothill Road near the intersection with West Las Positas Boulevard. (See Attachment <br /> 2). <br /> On March 3, 2016, the City/EBRPD Liaison Committee voted unanimously to <br /> recommend approval of the MOU to their respective bodies. On March 28, 2016, the <br /> Bicycle, Pedestrian and Trails Committee discussed the matter and recommended <br /> approval of the MOU. In recommending approval, the Committee also suggested that <br /> staff do additional evaluation of the location and/or screening of the proposed restroom <br /> (possibly relocating to the Alviso Adobe Community Park), the prohibition of horse <br /> trailers in the new parking spaces, and the traffic control at the intersection of a private <br /> driveway (Jerlin Place) and Foothill Road. On April 14, 2016, the Park and Recreation <br /> Commission reviewed the proposed MOU and did not recommend approval, citing <br /> concerns about the visual impacts of the restrooms, the impacts of parking on Old <br /> Foothill Road to the ambiance at the Alviso Adobe Community Park, and a preference <br /> for locating the new trailhead at the south end of the Austin property near Jorgensen <br /> Lane. <br /> Page 2 of 6 <br />
