15 <br /> THE CITY OF <br /> • CITY COUNCIL AGENDA REPORT <br /> pLEASANTONC <br /> June 21, 2016 <br /> City Manager <br /> TITLE: CONSIDERATION OF MEMORANDUM OF UNDERSTANDING WITH <br /> EAST BAY REGIONAL PARK DISTRICT TO ALLOW SOUTHBOUND <br /> ONE-WAY TRAFFIC TO FACILITATE CONSTRUCTION OF PUBLIC <br /> PARKING TO SERVE THE NEWLY ACQUIRED CASTLERIDGE TRAIL. <br /> THE TRAIL PROVIDES A NEW PUBLIC ACCESS POINT TO <br /> PLEASANTON RIDGE IMMEDIATELY WEST OF THE ALVISO ADOBE <br /> COMMUNITY PARK. THE MOU ALSO OBLIGATES EBRPD TO <br /> CONSTRUCT AND OPEN THE PLANNED GARMS STAGING AREA <br /> OFF OF FOOTHILL ROAD NEAR WEST LAS POSITAS WITHIN FIVE <br /> YEARS. <br /> SUMMARY <br /> East Bay Regional Park District (EBRPD) acquired the 231-acre Castleridge Property in <br /> 2014 to increase the size of the public open space on the Pleasanton Ridge and provide <br /> an additional public access point to the ridge and its existing trail system. Following the <br /> purchase of the property, EBRPD approached the City of Pleasanton to request that the <br /> City work with them to provide additional parking at the Alviso Adobe Community Park <br /> to serve the new trailhead. For the past 18 months, City and EBRPD staffs have <br /> negotiated the proposed terms of a Memorandum of Understanding (MOU) to address <br /> the various concerns relating to the provision of additional parking in the vicinity of the <br /> new trailhead. Concerns that guided these negotiations included cost, impact on the <br /> residences in the vicinity, operations of the trailhead facilities and parking when opened, <br /> impacts on the operation of the Alviso Adobe Community Park, and the timing of this <br /> project relative to the construction and opening of the planned Garms Staging Area one <br /> mile to the north. <br /> RECOMMENDATION <br /> The City of Pleasanton/EBRPD Liaison Committee voted unanimously to recommend <br /> approval of the MOU to the City Council and the EBRPD. The Bicycle, Pedestrian, and <br /> Trails Committee unanimously recommended that the MOU be approved. The Parks <br /> and Recreation Commission unanimously voted that the MOU not be approved in its <br /> current form. <br /> Staff recommends that the City Council approve the attached Addendum to the Initial <br /> Study prepared for the Meadowlark Development and approve Draft MOU between the <br /> City of Pleasanton and EBRPD facilitating the provision of parking, restrooms, and <br /> water to serve the Castleridge trail, and to relocate the current legal access point to the <br /> trail across the City owned Austin property to reduce impacts to nearby residences. <br />
